"That the Chief Executive report on all efforts to investigate and remove rubbish dumped in between Droim Na Coille estate and the neighbouring halting site in Ballyowen Lane which has been causing ongoing concern to residents from a health perspective, with increased reports of rats in back gardens, and in particular to outline the reasons for the delay in removing a large quantity of material reported by this Councillor some months back."
Transportation
Questions
"To ask this area committee to request the Chief Executive to circulate information to residents by viable communication methods used by SDCC, regarding the proposed trial roundabout on the Newcastle Road Junction, detailing the purpose of this trial, when it will occur, maps, measures being taken to ensure pedestrian safety, measures to be adapted to gauge the effectiveness of the roundabout and impact on traffic flow. Residents would like direct feedback from SDCC to reaffirm it will be removed should it fail to demonstrate improvements?"
"To ask the Chief Executive if an investigation will be carried out into the reported increased levels of park and ride cars in Esker Lane near Woodville estate and to ascertain alongside An Garda Siochana whether double yellow lines or single lines in the middle of the road would be warranted in certain quarters so as to facilitate drivers in the exercising of their legal right to park wherever they like on a public road but also to ensure that residents are not affected by bad or dangerous parking at junctions and entrances and along side walls of corner houses?"
"To ask the Chief Executive to investigate the speed of traffic coming from over the N4 bridge at Woodies and turning left for Lucan village; to examine what measures can be put in place to slow down traffic as it is turning for the benefit of pedestrians and also to facilitate access for residents living in Esker Lane as the yellow box on its own is not proving sufficient to allow residents to enter and exit this cul de sac?"
"To ask the Chief Executive to report on HGV policy along the Outer Ring Road from Adamstown Link Road roundabout to Woodies, outlining how many prosecutions have been issued for breaches of restrictions in the last five years and also to explain the rationale behind the decision to place new 12T signage when the corresponding revised signage based on the An Bord Pleanala decision would have more appropriately been 7.5T ?"
"To ask the Chief Executive for a update on the request to the January traffic management meeting for installation of zebra crossing at Foxborough Road, at Centra; and that a pedestrian/vehicle count be conducted to ascertain if a warrant is met?"
"To ask the Chief Executive for a detailed update on the design and implementation of the planned TRIAL mini-roundabout and safe crossing points at the Newcastle Road/Hillcrest Road junction; and of other measures to improve traffic flow at Newcastle Road including possible redesign of the SuperValu roundabout, installation of a SCOOTS system and changes to the 'green light' time afforded to motorists seeking to turn right from the overbridge to the N4 eastbound; and to ask if any of these measures will be funded by way of the recent €250,000 allocation from the National Transport Authority?"
"To ask the Chief Executive for an update on the work of the consulting engineering firm appointed to prepare a report on the Council´s obligations with suggested priorities for the 5 year programme under the Noise Action plan; and to request that the consultants would specifically examine the need for noise barriers at Moy Glas estate along the boundary with Grangecastle Road; and that the consultants would meet with affected residents from Moy Glas?"
"To ask the Chief Executive with regard to the unused land beside Lucan Educate Together Bewley Way to examine the possibility of the school taking charge of said land to be used as a set Down area to alleviate trafic congestion?"
"To ask the Chief Executive to put in place a Zebra Crossing at the front gates to Lucan Educate Together Bewley Way?"
"To ask the Chief Executive for an update on the traffic plan for the Canonbrook estate in Lucan after the residents Deputation on the 28th of January. Can you tell me what progress has been made on the issue and if no progress has been made what is the plan for action to fix the problem of parking issues in the estate?"
"To ask that this Committee calls on the Chief Executive to bring forward a report on the traffic problems around schools in the Lucan area with a view to a great traffic management plan to the Lucan area. Can more work be done to work with school principals on the starting time for the schools and with the Garda on policing the illegal parking."
"To ask the Chief Executive to clarify if the parking spaces immediately in front of houses at Mt. Bellew Way and Mt. Bellew Rise are in the charge of South Dublin County Council or owned by the occupants of properties at the said estates?"
"To ask the Chief Executive to identify areas in Lucan/Palmerstown where roads and footpaths have fallen into disrepair and to prioritise the repair of these footpaths/roads in the coming year?"
"To request that the Chief Executive bring before this committee a report for the March meeting on the signage restricting traffic on Kennelsfort Road showing how it complies with EU and Irish legislation and to include in the report the feasibility of installing a height restriction that would prevent vehicles, other than motor cars, coming from the West from turning right onto Kennelsfort Road Upper and a similar restriction preventing vehicles other than cars turning left onto the R148 from Kennelsfort Road Upper?"
"To ask the Chief Executive for an update on the Parking By Laws that are in preparation and to include in his report the feasibility of removing all metered parking from the Village of Palmerstown as there is a strong stand of local opinion that is of the view that it is unnecessary, inhibits trade for the small number of businesses remaining in the Village and is not cost effective?"
"To ask the Chief Executive for a report on how the funds identified in the 2015 Budget to encourage walking/cycling to school and that consideration be given, in conjunction with the staff and parents, to include St Lorcan’s and St Brigid’s Primary schools in the pilot."
"To ask the Chief Executive to examine the Junction 4a exit onto the N4 (before Spa hotel entrance travelling from Dublin City) has been the scene of many accidents over the last few years. Part of the problem is that the junction currently only has a yield sign when motorist are joining N4 sliproad. Could the Council consider replacing the yield sign with a stop sign. Many Lucan residents believe a stop sign may reduce the likelihood of accidents at this location?

"That the Chief Executive provides a full report of recorded noise levels since 2007 along the Outer Ring Road in the vicinity of Moy Glas estate, Lucan and outlines the actions required to alleviate noise levels in line with the An Bord Pleanala ruling which granted permission for this road using an EIS based on a range of traffic scenarios (with conditions applied regarding same), as well as the recommendations set out in the Dublin Agglomeration Environmental Noise Action Plan. As part of this process, the Council undertakes to carry out the following:
- Sets in place a process to enforce noise mitigation measures as per the Bord Pleanala ruling and the Action Plan and allocates funding in the upcoming draft budget to cater for the historic deficiencies in noise alleviation in the vicinity of Moy Glas estate, Lucan.
- Includes the removal of the earth berm that was located where the bus lane now sits in revised "do nothing" calculations, which, if included, will show that noise levels have increased even more significantly since 2007.
- Immediately relocates noise and vibration receivers to more sensitive areas, such as Moy Glas Lawn and parts of Moy Glas Road and Chase, which have houses in close proximity yet low railings providing absolutely no noise protection, despite the An Bord Pleanala ruling granting permission for the Outer Ring Road seeking this."
"That this Area Committee calls on the Chief Executive to fully examine a suite of measures to improve road safety and traffic management at Mount Bellew Way, outside Lucan Educate Together NS; including:
-
- The possible installation of a raised crossing, with associated signage, in place of the existing cross outside the school, replicating the raised crossing recently installed outside Galescoil Naomh Padraig;
-
- Provision of parallel parking spaces on Mount Bellew Way and the possible redesign of the turning point at the Mount Bellew apartments end of the road; and to examine if such works could be funded as part of an extension of the current Willsbrook Road cycle scheme;
-
- Provision of a car-parking and drop-off space on the council-owned site next to the school, once the builders compound currently located here is vacated; and
-
- the repainting of road markings on Mount Bellew Way."
"That this Committee requests that SDDC remove the railings at Moy Glas Lawn, Moy Glas Road and Moy Glas Dene and replace it with a wall build to the same standard as the full walls in the estate. To reduce the noise from the traffic on the R136. Currently the noise in the estate is excessive from the amount of traffic on the road and this will only get worse in time."
"That this Area Committee calls on the Chief Executive to examine the viability of the installation of monitored CCTV cameras at Newcastle Road, with associated signage, with a view to monitoring and enforcing compliance of the school-time HGV restriction, in conjunction with An Garda Siochana."
"That this Council re-examines the level of noise pollution that the residents of Moyglass are currently being exposed to emanating from the Outer Ring Road with a view to ascertaining the need for a noise attenuation barrier."
"That this committee being very concerned at the health and safety risks posed by noise and air pollution, exasperated by the number of HGVs and other unauthorised commercial traffic, on the outer Ring Road which have been a source of stress for the residents of the Moy Glas Estate for many years now, calls on Council Management 1. to procure estimates to replace/infill the following three sections of low railings with brick wall of the same height, look, feel and treatment as bordering boundary treatments: (a) low section of the railings at Moy Glas Lawn facing the Outer Ring Road (100meters approx.); (b) Low section of railings at Moy Glas Road fcing the Oujter Ring Road ((100 meters approx.); Low section of railings facing homes on Moy Glas Dene running from the Outer Ring Road around the former from Balgaddy RoaD (150 Meters approx.) to finish at a point fronting number 7 Moy Glas Dene. 2. That Council Management, once funding is identified and secured, immediately implement revisions to boundary treatment as outlined in (1) above and that the Manager responsible bring a detailed report with the above Estimates to the March meeting of this committee where further necessary action can be taken by this committee to identify the source(s) of funding."
"That this Council, on foot of the issues raised at the recent Deputation by Canonbrook Residents Association regarding serious road safety issues at school times - with the full and united agreement of all elected representatives present, and noting that planning processes have begun or are underway in relation to school extension proposals - writes to the stakeholders involved requesting a meeting with elected representatives of this Area Committee and Council officials, to discuss fully and frankly all of the issues involved and to seek constructive, co-operative solutions to improve safety for students, parents, staff and residents. Those contacted should include the Principals, Parents Association and Board of Management Chairs of St Thomas and St Anne's National Schools and Lucan Community College, as well as representatives from An Garda Siochana and Canonbrook and Esker Drive residents."

"To ask the Chief Executive if any approaches have been made to this Council in relation to the recently extended planning permission for the site at the junction of the R148/Palmerstown Village and if the Manager would inform this committee what the position would be if the review of the County Development Plan now underway were to restrict the height of building in this general area?
"To ask the Chief Executive to arrange site visits to current building sites within Lucan and witness first hand site workers not following H&S regulations, frequent blocking resident’s access and littering areas surrounding the construction sites.
