MOTION: Councillor D. O'Brien
"To ask this Committee calls on the Chief Executive to bring forward a report on the traffic problems around schools in the Lucan area with a view to a great traffic management plan to the Lucan area. Can more work be done to work with school principals on the starting time for the schools and with the Garda on policing the illegal parking."
REPORT:
The school going population is increasing and investment in schools is evident with many new projects recently completed or underway in the Lucan area. Modern school design provides for limited set down and pickup facilities, however it is unrealistic to expect that small extensions to existing schools would entail similar scale of investment in set down facilities and local road upgrades to tha of new schools. In the first instance there may not be any additional land available. The Council will however work with the school authorities, the Gardai and parents to improve the parking arrangements during school times.
The sole responsibility for policing illegal parking rests with the Garda Authorities. The Council is involved in the provision of parking arrangements around schools with statutory road markings, bollards and has provided school wardens in a number of locations accross the County. The Council meets regularly with school authorities to discuss issues that arise. The starting time for schools is a matter for the school authorities and the parents of the children concerned.
The Council approaches the congestion problem around schools in two ways.
For village areas such as Lucan pay and display, parking is operated to reduce the duration which school associated vehicles are permitted to park in residential areas and thereby protects residential amenity.
Secondly, investment in sustainable transportation measures such as the provision of cycle tracks and improved walking routes allows for an increase in modal shift to non-car travel.
