"That the Chief Executive provides a full report of recorded noise levels since 2007 along the Outer Ring Road in the vicinity of Moy Glas estate, Lucan and outlines the actions required to alleviate noise levels in line with the An Bord Pleanala ruling which granted permission for this road using an EIS based on a range of traffic scenarios (with conditions applied regarding same), as well as the recommendations set out in the Dublin Agglomeration Environmental Noise Action Plan. As part of this process, the Council undertakes to carry out the following:
- Sets in place a process to enforce noise mitigation measures as per the Bord Pleanala ruling and the Action Plan and allocates funding in the upcoming draft budget to cater for the historic deficiencies in noise alleviation in the vicinity of Moy Glas estate, Lucan.
- Includes the removal of the earth berm that was located where the bus lane now sits in revised "do nothing" calculations, which, if included, will show that noise levels have increased even more significantly since 2007.
- Immediately relocates noise and vibration receivers to more sensitive areas, such as Moy Glas Lawn and parts of Moy Glas Road and Chase, which have houses in close proximity yet low railings providing absolutely no noise protection, despite the An Bord Pleanala ruling granting permission for the Outer Ring Road seeking this."
REPORT:
The An Bord Pleanala decision granting approval to the construction of the road in the vicinity of Moyglas has been complied with in full and there is no need for any additional measures to be provided under that scheme until 15 years post opening if deemed necessary at that time.
Be that as it may, the Council is mandated to comply with the Dublin Agglomeration Noise Action Plan 2013 -2018 as resources are provided and has appointed a consulting engineer to examine and report on South Dublin County Council’s obligations under the Plan.
This report will identify areas within the jurisdiction of South Dublin County Council where high traffic noise levels are predicted to be experienced at sensitive receptors from published noise maps.
Following the identification of these areas, it is proposed to carry out noise monitoring to confirm the elevated noise levels and recommend mitigation as appropriate.
The consulting engineer is expected to report on his findings in April.
