"That the Chief Executive report on all efforts to investigate and remove rubbish dumped in between Droim Na Coille estate and the neighbouring halting site in Ballyowen Lane which has been causing ongoing concern to residents from a health perspective, with increased reports of rats in back gardens, and in particular to outline the reasons for the delay in removing a large quantity of material reported by this Councillor some months back."
REPORT:
The Council has carried out on-site inspections at this location and arrangements are being made for the removal of the dumped material. The land in question is difficult to access and the removal of the rubbish will not be as straightforward as first anticipated.
All families in the residential caravan park at Ballyowen Lane have been written to and been reminded of their obligations in relation to the disposal of waste. If any material is found during the clean-up that can specifically link an individual to the dumped material, the details will be passed to the litter wardens for further action. Residents who have engaged in dumping will have their tenancy reviewed and could face eviction from their bay.
The delay in getting the rubbish removed is regrettable and the Traveller Accommodation Unit and the Environmental Licensing and Enforcement Section have now established a formal working arrangement to prevent such an event being overlooked again. Following the removal of the dumped material, the site will be monitored closely to prevent an accumulation of dumped material from building up again.
