"To ask the Chief Executive to report on HGV policy along the Outer Ring Road from Adamstown Link Road roundabout to Woodies, outlining how many prosecutions have been issued for breaches of restrictions in the last five years and also to explain the rationale behind the decision to place new 12T signage when the corresponding revised signage based on the An Bord Pleanala decision would have more appropriately been 7.5T ?"
REPLY:
The R136 Grange Castle Road was constructed as Phase II of the Outer Ring Road and has a weight restriction provided under the permission for its construction. A restriction is provided on the road and any prohibited class of vehicle is committing an offence if using the road between the roundabout at Adamstown Link Road and the N4 interchange at the north end of the road.
In 2013 the Council adopted a policy on the mobility of Heavy Goods Vehicles in South Dublin County Council. The policy identified local and strategic road networks and identified the various weight classes of commercial vehicles. Updated regulations provided for a graduated restriction system. The policy on the mobility of Heavy Goods Vehicles combined this information to give guidance for the restriction appropriate for each road. In the case of the Grange Castle Road heavy vehicles between 12 tonnes and 40 tonnes design gross vehicle weight are prohibited. The restriction permits vans and small delivery trucks which are considered appropriate on this road. Long diversions and additional vehicle mileage are unnecessary.
Access to locations, by all vehicles, within a restriction is permitted under the regulations.
An Garda Síochána will be requested to provide information in relation to any weight restriction enforcement carried out on Grange Castle Road.
