QUESTION: Councillor G. O'Connell
"To ask the Chief Executive for an update on the Parking By Laws that are in preparation and to include in his report the feasibility of removing all metered parking from the Village of Palmerstown as there is a strong stand of local opinion that is of the view that it is unnecessary, inhibits trade for the small number of businesses remaining in the Village and is not cost effective?"
REPLY:
Commercial activity in Palmerstown Village is comprised of; convenience stores, a bank, a pub, food outlets, hairdressers, taxi company, crèche, community centre, doctors surgery, guesthouse and other services typical of an urban village. Village improvement works have now commencing in Palmerstown to add to the attractiveness of the village.
Parking is arranged around Kennelsfort Road Lower and Old Lucan Road with parking in designated areas. On the remaining roadway parking is prohibited to maintain safe flow of traffic. In total the commercial area is served by 37 parking spaces. Many of the visitors to the village will have short stay requirements. 50% of parking sessions are less than 30 minutes and within the free parking period.
The spaces on Kennelsfort Road Lower are shared with residential permit holders who require appropriate access to the parking spaces immediately outside their own homes. Additional Residential areas at Woodfarm Terrace and Red Cow Cottages located opposite the bank are within the Permit area.
Following a review in early 2014 paid parking was removed from Old Lucan Road at the Horseshoe and the east end of the village a parking bay was provided for long term parking.
While space is seen to be generally available within the village a large amount of stakeholders depend on proper functioning parking. In any case the majority of motorists are not subject to paid parking (less than 30 minutes). The removal of enforcement of long duration and unsafe parking is not recommended.
