Questions
To ask the Manager if there is ongoing mapping and a review of ownership and conditions of laneways in the County being carried out particularly in Tallaght area by this Council and when a report will be available to elected members?
To ask the Manager if he will give a report outlining how many empty boarded up houses he hopes to allocate and have occupied before the New Year?
To ask the Manager is he aware, in this climate of cuts in services, of the proposed reduction of Ambulance Services in Tallaght Fire Station and in view of the large population in this catchment area, that is reliant on this quick and immediate service, will he outline to the relevent authorities this Councils concern at this proposal?
To ask the Manager in view of the ongoing incursions of stolen cars and anti social elements into the lands of the proposed LUAS route will the manager agree to contact the RPA and ask them to establish greater security in order to prevent infilltration and ease the unnescessary burden on local residents living alongside the proposed route?
To ask the Manager is he aware of in of the growing and obvious difficulty experienced by individuals or couples currently in Affordable 1 or 2 bed Accomomadation and with arrival of more children, their need to move more spacious accomodation, will the manager in conjuntion with interested parties draw up new proposals with a view to making a submission to the Minister for Environment seeking flexability and more positive and realistic change in this area?
To ask the Manager if he will accept payment in cash for the €200 charge on owners of a second dwelling and, if not, why not?
(This arises from a case where a person who tried to present the money in cash, was refused when he offered the money in cash).

To ask the Manager to outline in detail this council’s policy on Sustainable Urban Drainage (SuDS) and to report on any measures being pursued to better educate and advise prospective planning applicants on SuDS requirements, such as the draft point-based system for selection of appropriate SuDS measures currently being developed by Dublin City Council for incorporation in their next development plan?
To ask the Manager how many new social housing units are anticipated to be provided in South Dublin in 2010 through (a) direct provision by the local authority, through (b) an approved housing body or (c) through RAS, and what the size, location and type of these units will be?
To ask the Manager to identify the areas of this county that are subject to serious flooding and to state in the reply what contingency plans this Council have to prevent such flooding and to deal with it when it happens?
To ask the Manager for a report on the effectiveness and accuracy of the new signage, including Gantries and road markings, on the M50, to state if it is conducive to safe driving and to include in the report the number of complaints (if any) made to this County in relation to the signage especially as it relates to exits and the positioning of lanes/vehicles who wish to exit this motorway and what action (if any) this Council have taken on foot of such complaints/observations?
To ask the Manager when action will be taken on my previous motion passed by this Council (and agreed by the Director of Traffic at the time as a practical idea) to have the main roundabouts of the County individually identified (by giving them a distinctive name) to help traffic traverse the County and that the names of Local Town lands, Irish Trees and Grasses be used in naming the roundabouts?
To ask the Manager for a report on the work of this Council to date in addressing Homelessness and to include in the answer how this County plans to meet the National Objectives in alleviating this very human and pressing issue?
To ask the Manager if he will provide a report outlining all measures implemented by this Council, throughout the county, since January 2001 to prevent flooding, such as the flood prevention works on the Griffeen River in Lucan, and if an evaluation of the effectiveness of the works carried out has been done?
To ask the Manager if if he will make a report on any interaction between the Council and the Office of Public Works since July 2007 relating to the appointment by the Government of the "office of Public Works as the lead agency to implement flooding policy in Ireland", and if the OPW has contacted the Council in regard to " developing a strategy to manage flood risk in conjunction with other relevant agencies" as set out on page 45 of the Government's National Climate Change Strategy 2007-2012, published in 2007?
To ask the Manager if he will make a report on works undertaken by the Council on an ongoing basis to clear out the surface water drainage systems in the county, such as the clearing work done in and around Lucan village in August 2008?
To ask the Manager if any funding has been provided to the Council since 2007 to carry out works on the county's rivers, including the Liffey, Dodder, Camac and Griffeen, to reduce the risks of the rivers causing flooding, and if he will make a statement?
That this Council requests the Manager to write to Dublin Bus to strongly recommend that the provision of new routes to provide public transport connections between Tallaght, and the major public service centres located there, including Tallaght Hospital, IT Tallaght, County Hall, the Civic Theatre, RED RUA, and Tallaght Stadium and the main population centres in the county including Lucan and Clondalkin, be prioritized by Dublin Bus in its current Network Review.

Mayor's Business
That this Council calls on John Curran TD, Minister of State with special responsibility for the National Drugs Strategy and Community Affairs, to ensure that the Community Drugs Projects that are delivering services in Treatment, Rehabilitation and Prevention, be exempt from any further cuts in their funding in 2010. Evidence has shown that investment in Community Drug Projects leads to very positive outcomes for people using those services.
- Drug Treatment saves lives and restores health. Drug Treatment reduces crime and makes Communities safer.
- Drug Rehabilitation Services offer a better life for drugs users, their families and their children.
- Drug Prevention Programmes offer the hope of a better future for our young people.
The Drugs trade in Ireland is estimated to be worth at least 650 million Euros per year, any further cuts in Community Drug Projects funding will only serve to tie the hands of the Community and allow those who are causing over 400 drug related deaths per year to increase their vile trade and further ensnare more young people in their greedy clutches.
Noting the government’s intention to establish the National Asset Management Agency (NAMA), this council calls on the Minister for Finance to reconsider the proposal. We believe that the establishment of NAMA will lead to ordinary taxpayers bailing out irresponsible bankers and developers, and to a high level of government borrowing which future generations will have to repay while billions of euros are being used to bail out the banks basic services, resulting in reduced funding to local councils for essential services.
As this council is gravely concerned that the resources used to bail out the banks will derive local councils of necessary funding to develop and run local services we hereby call on the Minister for Finance not to proceed with the proposed establishment of NAMA and urge the public to support the Dublin demonstration scheduled for 19th September 2009.
That the Manager would agree to carry our review surveys of major road widening projects in our county, which when completed, often following decisions made by An Bord Pleanála, leave homes in many areas in our communities at serious disadvantages owing to increased noise levels and loss of visual amenities, which clearly demonstrates that examination of such matters at the early planning stages can be inadequate or even flawed.
That the Manager undertakes a review of the Traveller Accommodation within the county in terms of environmental hazards, increased dumping, animal welfare and safety issues with a view to addressing as a matter of urgency these matters.
That the Manager outline the state-of-play regarding the new bin collection electronic system and also explain the delay in the introduction of the Brown Bin system
This Council agrees to set aside suitable time, venue and space to discuss in depth, the new implications involved around the full implementation of the present Governments Homeless Strategy and how it will impact on this Local Authorities Housing Allocations policies and Housing Allocations List
That the Manager would write to CPLN Area Partnership/Oakfield Trust to extend this Council’s congratulations on their successful recent convening of the ‘National Conference for the Third Sector’ and to offer South Dublin County Council’s support; and participation where appropriate; in the development of a first-ever National Strategy on the Social Economy. To also request that the Manager bring forward a report under a headed item to a meeting of the Council , at the earliest possible date, on ways in which this Council can support the development of social economy initiatives in the county and to examine if social finance lending organisations could have a role to play in supporting community development projects proposed by or in conjunction with this council but stalled indefinitely due to the current crisis facing our country’s public finances.
That this Council requests the Minister for the Environment & Local Government to extend the postal voting provision to citizens who are unable to be physically present at the polling station due to absence by reason of holiday or illness.
That the manager will give a report on the situation where occupants of affordable housing within the county have negative equity in their property.
That this Council asks the Manager to introduce a minimum of 4 grass cuttings in every graveyard in the County during the grass growing season. The current situation of one cutting per year has resulted in graveyards being inaccessible, particularly to senior citizens, and is causing emotional distress to families who have loved ones buried in these graveyards.
That this Council, noting the need for savings in the provision of Council services, agrees to liaise with the Courts' Service and/or the Probation Service to ensure that those convicted of committing crime and having been given Community Service Orders rather than custodial sentences by the Courts, and in particular the District Court, , be recruited for the duration of the hours specified in their sentence, in an anti-litter and/or anti-grafitti campaign in the parks and housing estates throughout the County.
This Council again calls on the Minister for the Environment to meet with Officials and Elected Representatives of South Dublin Co. Council to discuss the possibility of extending the provisions of the Housing (Miscellaneous) Act 1997 to private rented accommodation (these provisions relate to dealing with anti-social tenants) and express its displeasure at the failure of the Minister to meet with us so far since the request first went in in late 2007.
That this council, noting that four areas of our county (i.e. Lucan, Clondalkin, Newcastle-Rathcoole & Tallaght) have been publicly identified by the Department of Education as being among the areas of the state with the highest future school-place demand; and further noting correspondence dated November 20th from the Minister for Education to the Lucan-Clondalkin Area Committee; requests the Manager to present a detailed report on discussions between officials of this council and the Department of Education regarding the use of GIS mapping systems for the forecasting of future school-place demand in our county; and furthermore requests the Manager to arrange with the Department for Education for a full briefing to be provided for the elected members of this council ahead of the next phase of our deliberations on the new County Development Plan, on the Department’s assessment of the future school-place needs of our county and their recommendations to this council in response to this assessed demand.
That this Council opposes the processing of any planning applications by developers on land with a valuation from £5M., and which are subject to possible purchase by the National Asset Management Agency. Additionally, we urge the Minister for the Environment, Mr. Gormley to act to prevent any abuse by developers to inflate the value of their sites in advance of being purchased on behalf of the tax-payer.
That, in light of recent major flood events and the likelihood of more frequent freak weather events due to climate change, the Manager provide a report on all lands currently zoned for residential or other purposes (a) alongside the Rivers Liffey, Dodder, Poddle, Camac and other rivers in the area of South Dublin County Council, and (b) in any other areas identified as subject to previous flood events, in terms of the risk of flooding,
This Council calls on the manager in view of the widespread flooding throughout the State,the poor planning, the lack of flood warning,preparedness and overall preventative systems, to immediately carry out with staff and other agencies where nescessary, a review of structures, the training of personnel, the ability of this local Authority to respond to emergency situations, and including in that review the present and real and possible dangers of rivers bursting their banks , the condition of water storage facilities and other areas of large volumes of water, and agrees to draw up plans, possible scenarios and preventative measures for this county in light of the present crisis and the clear dangers facing many families now and in the near future.
That the Manager outlines the Council’s current position regarding the redevelopment of the Square and the actions taken by this Council to assist in its commercial redevelopment to ensure future substantial job creation in the Town Centre.
That the manager detail the flood management plan in place for county, how this compares to previous years and to guarantee that flood prevention work will continue.
That the Manager would present a detailed report for discussion on the Council's Water Leisure Strategy, including a detailed report on the remaining elements of the Water Leisure Strategy, and in the current uncertain economic climate, within what planned time-frame does the Manager envisage the remaining projects will be rolled out?
That this Council requests the Manager, in the context of the current state of public finances, to investigate the options potentially available to the Council, including public/private partnerships, to secure funding to implement a number of capital projects in the area of sports, recreation and community facilities, including swimming pools, playgrounds and community facilities, and to provide a report for members to facilitate discussion.
That this Council notes the extraordinary success to date of the Dublin bike scheme in the Dublin City Council area to date and undertakes to conduct a feasability study as to a similar application in the County.
