QUESTION: Councillor W. Lavelle

To ask the Manager to report on the preparation of the proposed new ‘Taking-in Charge’ policy and to advise on when draft proposals are to be brought before the elected members?

REPLY:

The Draft TIC Policy has been developed over recent months with input from relevant staff in the Planning, Roads, Environmental Services and Parks Departments.

While some parts of the policy are in effect statements of existing internal practices and processes relating to taking in charge, the process of reviewing same has enabled a streamlining of these practices. The main aim of the policy is to clearly outline the standards expected for development before the Council will take in charge development. It is intended that the policy will give greater clarity on these matters for both developers and technical staff of the Council and ultimately ensure that developments can be completed to a high standard and taken in charge more efficiently.

The policy also outlines the facilities to be taken in charge, measures to ensure satisfactory completion of development and various technical standards, codes and requirements for the proper completion of development and the services thereto.    

The document will be brought before the next available meeting of the Planning and Economic Development SPC for discussion and input from that group, before a final draft is brought before a subsequent Council meeting.
