QUESTION NO. 6

QUESTION: Councillor R. Dowds

To ask the Manager if he will accept payment in cash for the €200 charge on owners of a second dwelling and, if not, why not?

(This arises from a case where a person who tried to present the money in cash, was refused when he offered the money in cash).

REPLY:

Section 7 of the Local Government (Charges) Regulations 2009 made under the Local Government (Charges) Act 2009 states;

“ The following means of payment are prescribed for the purposes of section

5(3) of the Act:

(a) cheque, bank draft, postal order and credit or debit card, where the

declaration to which the payment relates is made in writing; or

(b) credit or debit card, where the declaration to which the payment

relates is made by means of the internet”

Cash therefore cannot be received in relation to the charge. 

 Local Authorities have set up an Agency to manage the collection of this charge using an online payment system. Payments can also be made by sending in the form plus cheque / bankdraft or postal order to NPPR, PO Box 11654, Dublin 8

 Approximately 75% of the transactions have been carried out on line. There are facilities available to the public to pay the charge on line in County Hall in Tallaght and in the civic offices in Clondalkin. The collection of this charge has proved very successful. This Council has received € 1.99M up to the 8th. December which represents payment in respect of approximately 9950 houses.
