That this Area Committee ask the Chief Executive, since the implementation of the National Biodiversity Pollinator Plan 2015-2020, if he can confirm if the Council are signed up to this plan? As we now have many voluntary community groups of which many of them are residents groups, we ask that groups are allowed to do more biodiversity projects and in particular, wildflowers.
Transportation
Questions
"It has been reported to me that there is concern surrounding the lighting outside the Paddocks. The residents are reporting that another street light is required at the pedestrian lights. To ask the Chief Executive assess this situation and give a report."
"To ask the Chief Executive for a report on the drive-ins in Palmerstown Court Estate that unravelled/broke away shortly after being repaired as part of the recent footpaths works and to indicate in his report when it is intended to have remedial work carried out?"

That this Area Committee calls on this Council to work with Lucan East Educate Together and the E.T.B. to put a proper traffic management and parking plan in place, to help with traffic movement on Griffeen Avenue after recent changes to parking in the school.
That this Area Committee request the Council, as a matter of urgency, address the plight of parents of children attending Lucan East Educate Together now that there is no parking available in the school which was decided following a recent fire safety audit. Drop off facilities are hazardous leading to potential traffic mayhem in the area. The potential for a temporary car parking facility is available.
"To ask the Chief Executive what measures can be put in place to improve the safety of pedestrians on the Celbridge Road (it gets substantial foot traffic). The footpath is narrow and cars drive very fast. To also advise if the footpath on the R403 between Weston Airport and The Orchard is completed (seems that there is section of the road missing, more likely due to the border between the two authorities). It is quite bizarre/dangerous that it just ends - and that there is a bus stop sitting like an island in the middle of the road."
That this Area Committee notes, since the roundabout was installed at the end of the R 835 and Dodsboro Road, HGV's travelling down the R 835 are too big to go around the roundabout and therefore are going up on the path. This is a safety issue for pedestrian's and also they are destroying the grass verges. Because of this the tidy towns and residents in that area have asked that we make the R 835 HGV free.

That this Area Committee calls on the Chief Executive to work with the Minister for Culture, Heritage and the Gaeltacht Josepha Madigan and any other funding bodies that are available to support this Council to purchases the old school house in Lucan Village.
That this Area Committee request the Chief Executive report on formal communications received from Lucan East Educate Together in relation to the provision of land for temporary or permanent parking bays on the existing SDZ green space adjacent to the school so as to alleviate potential additional heavy gridlock on Griffeen Avenue in the afternoons as a result of vehicular access to school drop off points having had to be curtailed recently; to outline what wider actions can be taken additionally and if a statement can be made.
Noting the imminent recommencing of the Part 8 Scheme from Lucan Village and the planned Grand Canal "looped" greenway through Lucan village, that this Area Committee asks the Chief Executive to consider options to increase tourism in Lucan village and particularly noting the number of culinary establishments in the area to consider marketing Lucan village as a food destination.

That this Area Committee ask the Chief Executive for a report on what plan is in place for the money not spent on the Lucan €300,000 have you say budget. The feasibility report on the Silver Bridge has come in under budget at €13,158.54 and the work on the entrance to the graveyard has not taken place.
That this Area Committee writes to the Minister for Transport, Tourism and Sport, outlining this Council's Six Year Roads Objective in the Development Plan for a grade separated junction at Kennelsfort Road/R148 interchange and requests meetings with officials from his Department to identify potential funding streams for this key objective which are vitally needed to manage traffic flows towards the city centre and to revitalise the Palmerstown village area in terms of retail, tourism and heritage; there being no way of leveraging funding from the NTA or TII following this section of the N4's downgrading as a national route by the then Minister for Transport Leo Varadkar in 2012.
Clonakilty is currently Ireland’s First Autism Friendly town. In order to acquire this designation Clonakilty had to go through a robust accreditation process. It had to engage and train 25% of businesses and voluntary organisations, train 50% of public services, 50% of school communities, 50% of healthcare professionals, 3 employers and reach and engage 25% of the town’s population and develop a three-year Autism Friendly town plan.
That this Area Committee now calls on the Chief Executive to engage with interested parties and stakeholders to develop Lucan Further into Autism Friendly Lucan Status and achieve the same goals as Clonakility and further develop our area”
That this Area Committee requests that the Chief Executive write to An Taoiseach calling on the Government to (a) comply with the EU Directive that has declared the current (Irish) practice of charging third parties who wish to comment on planning application any fee as being in contravention of EU Law, and, (b) to amend legislation so as to make it obligatory on Local Authorities to inform third parties, who have made submissions on earlier planning application in relation to a particular site, on any new planning applications received in relation to the same site or that incorporates the given site.

That this Area Committee calls on the Chief Executive to provide funding in the rolling capital programme to extend and add equipment to the new playground in Waterstown Park. This playground has been warmly welcomed by the residents in Palmerstown and it needs to grow to match the size of other playgrounds in regional parks in the County.
That this Area Committee agree to raise the wall in Foxborough Downs. The wall is attracting anti-social behaviour. Teenagers are starting fires at the wall. It's being used as a short cut which residents are not happy about. It is a cul-de-sac and residents feel the wall is not high enough to avail of the benefits of such.
That this Area Committee requests the Chief Executive provide an update on the items raised by the Mount Andrews Residents at the recent Deputation meeting.
That this Area Committee requests the Chief Executive looks into installing a tap in the dog park in Griffeen Park for use when dogs are been walked.
Noting the imminent provision of electronic gates at Griffeen Valley Park at its Haydens Lane entrance, that this Area Committee discuss the potential to extend car parking facilities in the park in this location.
