MOTION: Councillor P. Gogarty

That this Area Committee request the Chief Executive report on formal communications received from Lucan East Educate Together in relation to the provision of land for temporary or permanent parking bays on the existing SDZ green space adjacent to the school so as to alleviate potential additional heavy gridlock on Griffeen Avenue in the afternoons as a result of vehicular access to school drop off points having had to be curtailed recently; to outline what wider actions can be taken additionally and if a statement can be made.

REPORT:

The Council has had discussion with the school, no formal communications were received in respect to the provision for temporary or permanent car park on the lands adjacent to the existing school site. If the school wish they can make contact with the Council to discuss this and other matters in more detail. It should be noted the provision of parking bays on either temporary or permanent basis would require planning permission from the Council. In this context, the school site is located within the Clonburris SDZ and a Planning Scheme for the area is on appeal to An Bord Pleanala. In terms of wider actions, the Planning Scheme, if approved on appeal, will provide a range of developments including a framework for a north – south street to connect Griffeen Avenue to Adamstown Link road.

Any future applications will be assessed in the context of the sites location in the SDZ and having regard to the County Development Plan as relevant. It is noteworthy that car parking standards in Section 11.4.2 of the County Development Plan outline a maximum parking standard of 0.5 spaces per classroom for a school. Planning permission was granted for the school under SD08A/0054 (amended under SD10A/0238); these permissions permit a car park, a turning circle and set down areas within the site.
