That this Council calls on the Minister for Housing to convene an emergency summit to deal with the ever growing problem with housing within Dublin as a result of years of over reliance on private rented sector, the severe lack of private rented accommodation available at present, the lack of investment in building Social Housing and the more than €1Billion cut in the National Housing budget in the past five years. That this summit's membership includes the Minister for Finance, the Minister of the Environment, the Housing agency, Dublin Directors of Housing and the four County Managers in the Dublin region, an elected representative from each Party & none as well as representatives from the main Homeless agencies such as Peter McVerry Trust, Focus etc.

That this Council recognises the need to provide adequate sanitation in Public Parks.

That this council will draw on best practice from other local authorities either in Ireland or Abroad in providing suitable bins for members of the public to dispose of litter and dog waste.

That this council will introduce such facilities on a trial basis in select parks in each area committee district.

That it is not acceptable to this Council that the Government should introduce regulations for the payment by householders for domestic water, which do not take into account the following factors: (i) Ability of the household to pay, (ii) The allocation to all households of an amount of free water, (iii) The number of adults and children under 18 in a household, (iv) Special needs relating to requirement for water, including health needs, health related equipment of any members of the household, (v) provision for the remission of charges where the public water supply to a household fails to meet specified quality standards.

That this Council, whilst acknowledging the excellent services provided by the Customer Services Department believe that the term customer to describe residents and other persons who enquire of or use the Council's services and facilities is not the most appropriate, and requests the Manager to examine the concept behind and the role of the Citizens Service Division of Fingal County Council.
