QUESTION: Councillor E. Ó Broin

To ask the Manager to provide a report on the issue of parking spaces at electric car charging points in the county identifying whether there is a problem of non-electric cars using these charging points as parking spaces and outlining what action can be taken to prevent this problem? The report should also include information as to how the other local authorities in Dublin are dealing with this matter.

REPLY:

ESB Networks is responsible for the installation of electric charging points through their Ecars project, details of which are available on the ESB web site (www.esb.ie/electric-cars). The number and distribution of charging points is a matter for ESB Networks. So far two charging points are located on public roads in South Dublin County,

Ø  Greenhills Road near Walkinstown Roundabout

Ø  Main Street Rathcoole

Nine other charging points are located in private areas in the county such as the Red Cow park and ride site, selected fuel stations, hotels and shopping centres.

In locating or siting the charging points on public roads or public car parks ESB Networks have consulted with South Dublin County Council. As with general road works an appropriate roadwork's license is required for installation. In regarding the location of the charging point hi demand sites in pay and display areas have been avoided. The selected sites are otherwise generally unused and thereby available for use by electric vehicles requiring a power supply. The issue of charging point blocking is effectively mitigated without requiring supervision. Enforcement, as is the case in sister authorities, of reserved spaces is not provided for in existing parking regulations.
