"That this Committee welcomes the footpath renewal works being done outside the Munitir na Tire Hall in Lucan Village, and requests that the Roads Department carry out a further assessment on the safety of the footpaths at a selection of locations on Main Street, Lucan Village, from the AIB premises to the junction with the Liffey Bridge. The Committee would like to ask that particular attention be paid to the state of the footpath in and around Carey's Newsagent, and also in and around Collins' Meat Shop, where there are obvious trip hazards, and where incidents of pedestrians falling have been reported to councillors. Finally that the Manager would advise on the number of complaints, reports of trip hazards on footpaths in Lucan Village which have been received since 1 January 2012, and if any legal claims for injuries have been submitted to the Council."
"That the process for closing the right of way of the Laneway to the rear of the Silver Granite, Kennelsfort Road, be initiated."
"That this Area Committee, NOTING:
- Approximately 2,100 children attend St. Thomas NS, Scoil Áine Naofa & Lucan Community College, located on the Newcastle Road;
- That another approximately 400 children attend Adamstown Community College, (due to rise to 1,000), many of whom currently reside in the Greater Lucan Area, east of the Newcastle Road;
- There remains significant local concern among parents of children attending these four schools regarding pedestrian/cycle safety along Newcastle Road;
- On foot of the elected members’ request during a discussion on a headed item report at the November 2010 meeting, the Manager wrote to the Garda Commissioner seeking his support for a school-time HGV restriction on Newcastle Road;
- The Garda Authorities wrote to this Council in January 2011 advising that “An Garda Síochána supports the introduction of school time heavy goods vehicles restriction on the Newcastle Road, Lucan”;
- That this Committee, at the March 2012 meeting, agreed my motion requesting “the Manager to conclude any remaining consultations with stakeholders so as to present a report to the May meeting of this committee for the purpose of consideration of the proposal to introduce a school-time HGV restriction on Newcastle Road.”
And FURTHER NOTING:
- Policy T30 of the current South Dublin County Development Plan;
- The legal obligation flowing from section 15 (1) of the Planning and Development Act 2000 which states that "It shall be the duty of a planning authority to take such steps within its powers as may be necessary for securing the objectives of the development plan."
Now REQUESTS the Manager to immediately proceed to initiate the required statutory process for introduction a school-time HGV restriction on Newcastle Road between the Nangor Road & N4."
"That a site inspector meet with concerned residents at Woodfarm Acres Cottages, Palmerston, to discuss safety hazards on the laneway and the benefits of the installation of a gable wall (as per the planning permission conditions granted) at no. 1 Woodfarm Acres Cottages in terms of alleviating the risks being posed to residents by speeding cars and the lack of adequate turning for cars accessing the homes along this laneway and that the Manager provide a report on this matter."
"That the Manager report that, "Given the recent decison by Central Government to locate the National Childrens Hospital at St. James's Hospital, that it is reasonable to assume that the most direct route for motorised traffic to the proposed location from practically all locations outside the M50 is via the N4, that the Area Committee calls for the upgrading of the N4/Kennelsfort Road junction to a segregated junction and that the junction at the Oval be integrated in the project so as to prevent a bottleneck at this location."
"That this Area Committee requests the Manager to prepare a scheme to replace the pallisade fencing at the Grange Castle Road/Foxhunter off-ramp junction, so as to improve the visual attractiveness of this key 'gateway' to Lucan."
