MOTION: Councillor G. O'Connell
"That the Manager report that, "Given the recent decison by Central Government to locate the National Childrens Hospital at St. James's Hospital, that it is reasonable to assume that the most direct route for motorised traffic to the proposed location from practically all locations outside the M50 is via the N4, that the Area Committee calls for the upgrading of the N4/Kennelsfort Road junction to a segregated junction and that the junction at the Oval be integrated in the project so as to prevent a bottleneck at this location."
REPORT:
As full planning permission and An Bord Pleanála approval has not been granted, it is premature to assume that the National Childrens Hospital will proceed at the St. James's site.
It should be noted that the N4 inside the M50 has been re-designated as a Regional Road R148 and improvements on Regional Roads are not funded by the NRA. It should be noted that previous requests to the NRA for funding of improvements such as that identified were refused when it was the responsibility of the NRA.
If permission is granted to construct the Hospital at St. James's Hospital any reports on traffic that may form part of the conditions will be considered and reviewed in light of any impacts they may have on the R148.
