Questions
To ask the Manager to invite AKIDWA, a group that supports immigrant African women in ireland, to make a presentation to this Council?
To ask the Manager to outline the regulations governing the recycling of used newspapers / magazines etc. and the obligations, if any, that are incumbent on all such publications to take responsibility for recycling their product?
To ask the Manager to clarify the position in relation to the following:
1. Arising from the sale of the refuse collection service, has ownership of the black bins passed to Greyhound or does ownership reside with the individual customer, many of whom made a payment to South Dublin Co Council for their bin when the service was introduced replacing the bag system?
2. Is there a dispute ongoing over ownership of the black bins, and is the Council and/or Greyhound party to same?
3. Is he aware that the above issue is mitigating against competition in the market thus impacting adversely on the general public in South Dublin?
To ask the Manager to report on progress re the implementation of Development Plan Policy SCR60 re the prohibition of Off-Road vehicles in public open spaces, parks, grass verges, and public amenity areas?
To ask the Manager how many notifications have been issued by SDCC's Water Dept. regarding leaks to the house side water valve. And how many have been issued to date?
To ask the Manager to enumerate the number of repossessions that have taken place in the county in 2009/2010 and to date this year?

To ask the Manager, in view of positive reports regarding its arrival in Dublin, to liaise with Dublin City Council and other involved bodies with a view to bringing the Olympic torch to South Dublin, in particular given that our 1992 Olympic champion Michael Carruth is from the Greenhills area?
To ask the Manager to report on the numbers of student maintenance grants applied for up until the November 30th deadline; to provide details on the numbers of grant applications received and processed and the types of grants approved; to provide comparative data with previous years in the County; to outline the changes made for this academic year; and to provide an update to my question in June of this year to the planned changes for 2012-2013 and beyond in terms of redeployment of staff and resources?
To ask the Manager to outline the Council's utilisation of open source software at present; the planned roll-out of open source in the future; and the projected savings to this Council from current and future use of non-proprietary software options?
To ask the Manager if any bicycle racks are provided at the entrances to our public parks and at what locations, and how many litter bins are provided at suitable locations at the entrance to our parks, and what locations and if there are any specially dedicated bins for dog poo?

Motions
MAYOR'S BUSINESS
That the Manager would present a report regarding the provision of social housing for the disabled in the context of the recent review of the letting scheme. That the Manager would also include the feasibility of adaptations in private housing rented by council tenants, for example for the hearing impaired and deaf community.
That this Council commends the magnificent contribution by voluntary community groups and activists to improving the quality of life and vibrancy of communities right across our county, and noting in particular the increase in voluntary activity during 2011 hereby requests the Manager to reinstate in 2012 a South Dublin Community Awards, similar to the low-cost reinstatement of the Beautiful South Dublin Awards. The purpose of this awards scheme would be to recognise and honour outstanding voluntary achievement by residents associations, community groups, clubs and individual community leaders and activists in a wide variety of fields including community development, social inclusion, sports, arts, heritage, family support, youth, the elderly, persons with disabilities and advocacy
That Management update Members on proposals for exercise trails throughout the County, taking into consideration the recent allocation of grants for adult exercise equipment to parks throughout South Dublin County Council
That this Council requests the Manager to report on the status of the Council's Climate Change Strategy adopted some time ago, including information on measures being implemented as part of the Climate Change Strategy, and noting the continuing delay in the Government publishing a National Climate Change Adaptation Strategy, requests the Manager to write to the Minister for Environment, Heritage and Local Government seeking information on the current position regarding the publication of the National Adaptation Strategy?
That this Council recognises the serious issue of pedestrian safety along the Newcastle Road in Lucan but insists that the proposed implementation of a local HGV ban coincides with a lifting of the existing HGV ban on the Outer Ring Road.
That this Council calls for a full review of the aboricultural programme. Council firmly believes that any works carried out must give priority to trees that have posed a serious health and safety risk even at the expense of trees long awaiting cosmetic work that are nonetheless deemed safe.
That South Dublin County Council condemns racism and calls on all Local Authorities nationally to do the same.
That in light of the enhanced services provided by our libraries, and the fact that libraries are no longer for the sole purpose of lending books, the Council considers the merit of naming the new Ballyroan Library as Ballyroan Library and Media Centre and considers a similar name change for the County Library
That this Council, in the wake of recent commentary regarding the relationship between local elected representatives and our new communities, expresses its revulsion at any racist remarks or actions; that this Council recommits itself to the inclusive representation of all residents within this local authority; and that a copy of this motion be circulated to all local authorities in Ireland.
That this Council calls on the relevant authorities to preserve and restore 14-16 Moore St., Dublin 1, recognising the historical significance of these properties and their environs in the context of the approaching anniversary of 1916
That this Council calls on both the Manager and Dublin Fire Brigade to carry-out an independent and transparent fire services risk assessment for all areas of our county to identify priority service improvements needed given the very serious concerns that exist over the excessive journey-times for responding fire services to reach highly-populated areas of our county furthest away from existing fire stations.
That this Council, in managing reduced budgets, should make every effort to maintain public areas of the County to an acceptable standard. Elected members are very concerned at the way in which the Median on the N4, Tallaght Bye Pass, to name but a few areas, have been left unattended and allowed to deteriorate. Given the national commitment to promote Tourism, neglect of the public domain is counter-productive.
That this Council calls on the Minister for Transport to direct unused funding paid by taxi drivers to the former Taxi Regulator towards the provision of security measures such as CCTV and security lighting in the interest of public and driver safety nationally.
That this Council is not satisfied with the consultation procedures used by Dublin Bus in regard to changes in networks, routes and services either consultation with members of the public in different parts of the County, or consultation with councillors at the Council level or Area Committee level, and requests the Manager to arrange for the Council to meet with representatives of the National Transport Authority to discuss Dublin Bus services in the County.
That in view of the failure of the Keane Report to adequately address the difficulties being experienced by distressed Mortgage holders in a reasonable timeframe, South Dublin County Council calls on the Government and the Minister for finance to examine and implement without delay other solutions that would have a more immediate impact in helping resolve these distressed mortgage holders and furthermore to examine the solutions put forward by the New Beginnings Group.
