QUESTION: Councillor W. Lavelle
To ask the Manager to report on this council’s procurement policy as it applies to purchases and contracts for less than €25,000 and ensuring that SME’s based in South Dublin County are invited to submit quotations?
REPLY:
Quotations for purchases below National Tender thresholds are dealt with in accordance with the following in-house rules. (All amounts are exclusive of VAT).
The thresholds as set out hereunder were recently revised through considerable consultation with user departments and the Council is confident that these limits reflect user needs, good practice and provides fair opportunities for businesses to engage with South Dublin.
Goods & Services
- Up to €4,999 – exclusive of VAT – at least one verbal quotation to be obtained and recorded on the prescribed quotation form.
- €5,000 to €9,999 – exclusive of VAT - three verbal quotations to be sought and recorded on the prescribed quotation form.
- €10,000 to €24,999 – exclusive of VAT - three written quotations to be sought and recorded on the prescribed quotation form.
- €25,000 and over – Tenders to be invited by public advertisement subject to the requirements of Council's Procurement Procedure Manual, EU Directives and National Regulations/Guidelines in respect of Supplies and Services
Works

- Up to €4,999 – exclusive of VAT – at least one verbal quotation to be obtained and recorded on the prescribed quotation form.
- €5,000 to €9,999 – exclusive of VAT - three verbal quotations to be sought and recorded on the prescribed quotation form.
- €10,000 to €24,999 – exclusive of VAT - three written quotations to be sought and recorded on the prescribed quotation form.
- €25,000 to €49,999 – exclusive of VAT – Five written quotations subject to a closing date to be sought and recorded on the prescribed quotation form. Acceptance to be approved by Manager’s Order signed by the relevant Officer with the appropriate delegated function.
€50,000 and over – Tenders to be invited by public advertisement subject to the requirements of Council's rocurement Procedure Manual, EU Directives and National Regulations/Guidelines in respect of Works
