QUESTION: Councillor E. Tuffy
To ask the Manager if he will make a report on those Local Area Plans in different parts of the County are due for review, and if he will include in his report information on the time frame for the review of each Local Area Plan concerned?
REPLY:
The following table shows the existing Plans within South Dublin County Council (Local Area Plans, Action Area Plans, Area Plans and Strategic Development Zones).
- Fortunestown Local Area Plan - is in Draft form and is to be considered at today’s County Council meeting on 12th December 2011 with adoption no later than summer 2012.
- Newcastle Local Area Plan – preparation of a new Plan is underway and pre-draft consultation will commence over the winter.
Regarding proposed new Local Area Plans referred to in the County Development Plan, the Plan does not specify a list of Plans to be prepared. However, paragraph 0.3.20 states:
‘It is the intention of the Council to continue its programme of preparing Local Area Plans and other plans and studies as appropriate.’
The 2010 Planning Act enables planning authorities to extend the life of a Local Area Plan where the objectives of that Plan have not been met, for a period of up to five years from the fifth year of the Plan. As a Local Area Plan normally has a six year lifespan, this in effect extends the life of a Plan from six to ten years. This has been done in the case of the Tallaght Town Centre Local Area Plan. An SDZ Planning Scheme isn't subject to the same lifespan and remains in force until amended or revoked.
