That the Manager provide a report on the recent Halloween "Celebrations" in the Palmerston / Lucan areas and that a discussion take place on the impact of the Council's Halloween policy with the objective of developing a more achievable plan of campaign involving community groups and eliminating the current anomaly whereby bonfires are illegal but in practice both the Gardaí and the Council adopt a damage limitation approach instead of prevention.
That the Manager report on cleansing and litter warden services throughout Lucan and Palmerston and in particular outline proposals for dealing with the serious litter problems in the laneways in Palmerston.
That the Manager will arrange for additional anti-dog-litter signs in Larkfield Estate.

That this Committee requests the Manager to expedite the long-awaited taking-in-charge of the large grassed area along the access road from Griffeen Avenue to Rossberry, Tullyhall and Hayden's Park Estates.
That the Manager present a report updating Councillors on progress in securing funding for exercise trails in parks throughout Lucan and Palmerston and outline the next steps towards establishing these trails.
That the Lucan Area Committee requests that the Manager brings forward proposals for the provision of one small playground in Palmerston and one in Lucan in 2012, and in developing proposals specifically investigates opportunities to collaborate with institutions such as schools, churches and existing providers of Playzone type facilities?
That this Committee requests the Manager to present a detailed report, for discussion, on the current feasibility and costs likely to be involved in the provision of playing pitches on lands at Grange, immediately east of the proposed new Park's Depot and ‘Green Route’, in the locations initially identified for pitches in the approved Part 8 proposal for an extension to Griffeen Valley Park.

To ask the Manager to provide public lighting to the pedestrian link (former traffic exit) from Esker Lane to the bus-stop on the N4 westbound so as to improve the public safety of this area as a matter of urgency?
To ask the Manager if he will examine the footpath and steps to the church carpark at the top of Chapel Hill, from the point of pedestrian safety and in particular if he will arrange to have vegetation cut back so that pedestrians can use the full width of the footpath?

That safe traffic measures be put in place to regulate access and regress to the Palmerstown Cemetery from Kennelsfort Road as congestion at this point can be very serious especially when there is more than one funeral and on the occasion of family visits to the cemetery.
That the Lucan Area Committee affirms its unanimous support for the existing total ban on HGVs (over 3 Tonne) on the stretch of the Outer Ring Road (Grangecastle Road) between the junction of the ORR with Adamstown Relief Road and the Fonthill Link Road to the Woodies Bridge over the N4. That the Committee further notes that Motion (3) on the Agenda of the October Council meeting (which fell, as the Motion was not proposed at the meeting) refers incorrectly to a proposed "Ban" on HGVs on the Newcastle Road in the vicinity of the Superquinn Centre at Lucan, and reaffirms the support of the Lucan Area Committee for a time limited "restriction" on HGVs using a section of the Newcastle Road at certain specified time corresponding to the daily opening and closing of National and Second Level Schools in the vicinity.
That a discussion takes place on the Parking Scheme as it applies to the Lucan / Palmerston Area with particular reference as to how it serves traffic flow, the taxi trade, residents and the business community.
That the Manager will examine the traffic light sequence on the Lucan Road at the junction nearest to Woodies and that the Manager will particularly focus on the safety of school children using the crossing.
That this Area Committee, further to my motion at the December 2010 meeting; noting the findings of the report presented at the November 2011 meeting on traffic congestion in the Lucan South area; and in particular noting that MOVA-recorded vehicle usage of Outer Ring Road junctions in 2010 was at, or in excess of, projected usage in 2019; and further noting the significant safety risks posed by motorists queuing side-by-side on the approach roads and encroaching onto cycle-lanes; again RECOMMENDS that the Manager implement junction improvements to the Ballyowen / Willsbrook, Castle Road (Penny Hill) and Griffeen Avenue junctions, including traffic light re-sequencing and creation of new dedicated filter turning lanes on the approach roads to the ORR; and again requests the Manager to present detailed drawings showing such proposals for discussion with the elected members.
That the Manager presents a report on consultation undertaken with stakeholders regarding new taxi rank arrangements for Lucan Village and if he can summarise the main concerns of the different stakeholder groups.
That this Committee, noting both the recent Bord Pleanála decision to grant outline planning permission for a new primary school at St. Edmundsbury and the current planning application for an extension to St. Joseph's College including changes to local road traffic arrangements; requests the Manager, further to my motion at the May 2011 meeting, to engage with the elected members, without any further delay, in a holistic review of the traffic situation on Lucan Road with a view to identifying measures to improve traffic management along this road corridor; such as providing easier egress from Chalet Gardens as previously requested.
That the steps from the Church Car Park down Chapel Hill Lucan be rendered safe by the installation of additional lighting and regular removal of leaves and other hazardous material.

That the Manager present a report on the site opposite the Beehive in Palmerston Village and advise as to whether this is catagorised as a derelict site and what steps can be taken to tidy it up.
That this Area Committee requests the Manager, further to my previous motions, to present a detailed update on the Council’s examination of available options to rescind the land-swap agreement approved by Councillors in November 2006, in which this Council were to dispose 41.5 acres of land at Balgaddy/Kishogue to Shelbourne Developments in return for 42.56 acres of land at Cooldrinagh.
That the Manager gives a report on progress to date in having the open space at Palmerstown Lawns incorporated into the neighbouring garden so as to eliminate anti social behaviour.

To ask the Manager if, in view of the postponement / cancellation of the Metro West Project and the delay in proceeding with the further development of the Liffey Valley Shopping Centre, he would consider interim measures to improve safe access for pedestrian safety, including for residents of adjacent areas of Lucan, at the entrance to the Shopping Centre lands at and around the Fonthill Roundabout?

That this Committee discuss the Liffey Valley SAAO Management and in so doing consider its terms of reference, the fact that it has not been convened during the lifetime of the current Council and that relevant recommendations, if any, be forwarded to the OP&F committee for action.
That a discussion takes place on the implications of the Heritage Plan for this Area Committee with particular reference to Palmerston and the Liffey Valley.
That this Area Committee, notes the opposition to the proposal to open-up a pedestrian link in the railings between Moy Glas and Griffeen roundabout; recommends that this proposal be dropped; and further recommends that the associated proposal to install a signalised pedestrian crossing on Griffeen Avenue should proceed as a matter of urgency on the basis that this crossing be located between the entrances to Oldbridge Estate and to Griffeen Glen Road as long-requested by this Councillor on behalf of residents of the four estates located south of Griffeen Avenue; and in particular that installation of this crossing be decoupled from any proposals to update the Griffeen Avenue/Griffeen Road junction.
