MOTION NO. 2

MOTION: Councillor E. Tuffy

That the Manager would provide an explanatory report on the new Choice Based Letting System and indicate in general terms its effect on housing applicants with current addresses in the Lucan Electoral Area.

REPORT:

The main impact of the new allocation system is that it permits the applicant to choose which dwelling they are prepared to accept an offer on as opposed to the Council choosing the tenant for that property.  It also permits applicants to see the actual number of properties available in any area which may influence their decision on their area of choice.  It may also influence a decision on the tenure of dwellings to be sought also. South Dublin will shortly be making leased properties as well as voluntary housing  properties available in this way.

Since the last meeting the Council has implemented Choice Based Lettings as the primary method of letting 3 Bed dwellings.  All on those lists where advised of this  new approach by way of letter and the available properties are advertised on the new Council website each  Friday.  To date it has proven to be a great success in so far as there is a large interest in the webpage with an average of 54 expressions of interest in the first week, 72 in the second, and 78 in the third and an average of 48 expressions, this week, in each property.  

It is proposed to include the 2 Bed list in this system over the next fortnight.

The areas of preference have been reduced from 5 to 2 and this will permit applicants from the Lucan area to express interests in available housing North of the Naas Road

The RAS tenants have been written to and asked if they wish to be included in the special transfer pathway for transfer to Council housing.  The closing date for inclusion in that pathway is 25th November 2011 .
