MOTION NO. 27
MOTION: Councillor W. Lavelle
That this Area Committee, notes the opposition to the proposal to open-up a pedestrian link in the railings between Moy Glas and Griffeen roundabout; recommends that this proposal be dropped; and further recommends that the associated proposal to install a signalised pedestrian crossing on Griffeen Avenue should proceed as a matter of urgency on the basis that this crossing be located between the entrances to Oldbridge Estate and to Griffeen Glen Road as long-requested by this Councillor on behalf of residents of the four estates located south of Griffeen Avenue; and in particular that installation of this crossing be decoupled from any proposals to update the Griffeen Avenue/Griffeen Road junction.
REPORT:
The Planning Department’s scheme of permeability projects was presented to the Area Committee Meeting of the 28th June 2011 and a Councillor Briefing Meeting of the 13th July 2011. On the 24th of October 2011 a questionnaire and information leaflet was circulated to the residents of Moy Glas. The Planning Department have received the following responses from local residents (results dated 16th November 2011):

A letter from the Moy Glas residents association and a petition from local residents dated 1st November 2011 has also been received objecting to the proposal. Following receipt of the results above it has been decided not to proceed with the Moy Glas link. However, the residents association have expressed interest in future projects in the area and a wish to participate. The Travel Smart Team will endeavour to meet them before the end of the year and subject to future funding will progress alternative projects in the area for 2012.
The Planning Department submitted a very detailed and particular application to the NTA based on the report presented at the Lucan ACM of the 28th of June. This application was based on definite criteria from the NTA that focused on creating new walking and cycling links to local estates, encouraging people away from driving and towards walking and cycling and decreasing the distance to local centres for walkers and cyclists. In this regard the road crossing facility was part and parcel of the link to Moy Glas as it would facilitate users of the new link to cross the road. With regard to moving the pedestrian crossing to a new location the Planning Department does not have discretionary funding for this project in 2011. The proposal will be considered in conjunction with the Road's Department for 2012.
