"That this Committee notes the concerns of residents in Waterstown Lane, Palmerston about the road being used by car drivers as, in effect, a Park and Ride location and that the Manager would make a Report on measures the Roads Department has taken or proposes to address the problem."
"That this Area Committee, NOTING:
- Approximately 2,100 children attend St. Thomas NS, Scoil Áine Naofa & Lucan Community College, located on the Newcastle Road;
- That another approximately 400 children attend Adamstown Community College, (due to rise to 1,000), many of whom currently reside in the Greater Lucan Area, east of the Newcastle Road;
- There remains significant local concern among parents of children attending these four schools regarding pedestrian/cycle safety along Newcastle Road;
- That local residents and parents have been campaigning for introduction of a school-time HGV restriction on Newcastle Road since 2008;
- On foot of the elected members’ request during a discussion on a headed item report at the November 2010 meeting, the Manager wrote to the Garda Commissioner seeking his support for a school-time HGV restriction on Newcastle Road;
- The Garda Authorities wrote to this Council in January 2011 advising that “An Garda Síochána supports the introduction of school time heavy goods vehicles restriction on the Newcastle Road, Lucan”;
- That this Committee, at the March 2012 meeting, agreed my motion requesting “the Manager to conclude any remaining consultations with stakeholders so as to present a report to the May meeting of this committee for the purpose of consideration of the proposal to introduce a school-time HGV restriction on Newcastle Road.”
FURTHER NOTING:
- Policy T30 of the current South Dublin County Development Plan;
- The legal obligation flowing from section 15 (1) of the Planning and Development Act 2000 which states that "It shall be the duty of a planning authority to take such steps within its powers as may be necessary for securing the objectives of the development plan."
RECOGNISING:
- That in line with S.I. No. 331 of 2012, the design of traffic sign number RUS 015 which signify traffic management restrictions based on maximum design gross vehicle weight, is to change from October 1st 2013;
SUPPORTS:
- The need for a separate parallel review to be carried out by the road Department and Transport SPC of road weight restrictions based on the revisions set-down in S.I. No. 331 of 2012;
Now REQUESTS the Manager:
- to immediately proceed to initiate the required statutory process for introduction a school-time HGV restriction on Newcastle Road between the Nangor Road & N4 junctions; to initially involve the existing 3 tonne limit (similar to that in place at Old Lucan Road);
- to provide that signage be updated in October 2013 to reflect the new legal requirement and the outcomes of the council’s review of road weight restrictions."
"To complement Management on the good work done in refurbishing the footpaths in Palmerston Village and Old Lucan Road and to ask that the remainder of the footpath, at least from the Church to the end of the Cul de Sac at the western side where the houses are, be included in the 2013 programme of works, as this was promised when the second M50 bridge was built and again when the M50 was upgraded. Also, that the area around the M50 footbridge be tidied up as it has been left in an unfinished state and the lights leading on and off the footbridge have not been working for some time making the area very unsafe for both pedestrians and cyclists especially over these long, dark, winter evenings."
"Noting the Report on Motion No.11 at the November 2012 Area Committee meeting, and noting that the matter of closing off the main laneway behind Wheatfield Road, Palmerston has been the subject of business at Area Committee meetings over many years, and that individual residents and resident groups have expressed concerns about many issues in these lanes, that the Manager would present a comprehensive Report for discussion at the meeting on all the obstacles, issues- legal and otherwise, that prevent the closing off of these particular lanes."
"That this Committee calls on the Manager to adopt a single joined-up and realistic approach, in conjunction with the NTA, to traffic management and pedestrian/cycle improvements in the Willsbrook/Ballyowen/Hermitage area, which would seek in a single design scheme to encompass:
- the proposed Willsbrook Road cycle track scheme,
- measures to improve pedestrian and cycle activity along Grange Castle Road between Willsbrook/Ballyowen and Lucan Road junctions; and
- measures to improve peak-hour traffic flow, such as the provision of two traffic lanes on each of Willsbrook & Ballyowen Roads approaching the
Grange Castle Road junction."

"That this Committee requests the Manager to write separately to the Minister for Transport Leo Varadker and the National Transport Authority to remind them that South Dublin had been advised on two occasions about the opening of Kishogue Station, first that it would be opened for use in 2012, and subsequently in 2013, and that the Committee is now most disappointed that Irish Rail has advised that the NTA has not allocated the necessary capital finance for the construction of an access road, and requests an immediate decision to construct the road and open the station in 2013, so that a modern station, built as part of the major infrastructure project, the Kildare Route project, and close to many housing estates in south Lucan is not left idle."
"That this Committee calls on the Minister for Education and Skills to update his department's five year school building plan to correct the omission of five Lucan primary schools which are in serious need of extensions and/or refurbishment i.e.
- St. Mary's Girls NS - The school is located in a 116 year old building with three classes currently accommodated in non-appropriate settings.
- St. Thomas NS & Scoil Áine Naofa, Esker – Between both schools there are 13 classes currently accommodated in prefabs. A number of pre-fabs show evidence of internal fungal growth while a number of pre-fabs are being rented at an excessively high cost to the Department;
- Archbishop Ryan JNS & SNS, Balgaddy - Between both schools there are 16 classrooms currently accommodated in prefabs;
And further invites officials of the Department’s ‘Planning & Building Unit’ to meet with this Committee to review the Department’s policy towards primary school developments in the Lucan area."
