QUESTION NO. 5

QUESTION: Councillor W. Lavelle

"To ask the Manager to outline permanent proposals (as envisaged in the 2011 Public Realm Transformation Initiative) to address the problems of anti-social behaviour and dumping on the waste lands south of Droim na Coille estate, in particular in the area abutting the rear boundary walls of houses at Droim na Coille?"

REPLY:

As part of the Public Realm Initiative, this site was included for investigation by Public Realm Task Group formed to look at short, medium and long term solutions to the various sites.   In the short term the following list was identiified as possible solutions individually or combined.

1  Periodic  maintenance

2. Reinstate fence at housing side of site

3. Consult with residents, as much of the dumping is local.

4. CCTV and enforcement.

It was established that the site was being considered as part of the Permeability study being conduced by the Planning Department.  This was considered as the most likely solution in the medium to long term.   However, the Planning Department has confirmed  that the site is not suitable due to lack of passive surveillance.

The Council's Operations /Cleansing Sections will be requested to incorporate this area into the work schedule for the area. In relation to reinstatement of perimeter fence the Council's Housing Department has been asked to follow up in relation to this matter and the Council's Waste Enforcement/Litter Warden Officers have been requested to monitor the area closely with a view to invoking all enforcfement powers open to the Council under Environmental Legislation including the Waste Management Act l996 and the Litter Pollution Act l997.

Further the Council's Housing Estate Officer/Allocation Supports Officer , Housing Department have been requested to liaise with local residents in relation to the ongoing problem of dumping at this location, which  it is suggested, may be of a local nature.
