MOTION NO. 15

MOTION: Councillor W. Lavelle

"That this Committee welcomes the progress in preparing the 12th Lock Area Masterplan; and further requests that the Masterplan to provide a vision and/or framework for the development of both Griffeen Valley Park, south of the railway (in line with SLO 37); and for the future of the Beattie's field lands between the R120 and Griffeen Valley Park (in conjunction with the landowners); and in including both areas to seek the provision of additional playing pitches, in particular for use by Lucan Sarsfields."

REPORT:

The boundary of the Proposed 12th Lock Masterplan Strategy has been carefully considered having undertaken extensive desktop analysis, site visits, strategy formulation and consultation with staff in various Council Departments including the Environmental Services Department, which includes Parks and Landscaping Services.

The boundary of the Proposed Masterplan Strategy, which includes some 30 Hectares/74 acres of lands, has subsequently been drawn up to centre on the 12th Lock and include lands and structures that are relevant to the requirements of County Development Plan SLO 37 (12th Lock Masterplan). The boundary therefore includes recreational and sporting facilities (Lucan Sarsfields GAA Club & Lucan Pitch & Putt Club), historic canal-side and mill structures, established non-conforming uses immediately to the north and south, overhead power lines, adjacent undeveloped lands zoned for development (EP2) and lands adjacent to the Griffeen Valley Park. 

The Clonburris SDZ Planning Scheme and Local Area Plan (LAP), which was adopted in 2008, extends up to Hayden’s Lane from the east and includes the partially developed section of the Griffeen Valley Park on the southern side of the railway line. The SDZ and LAP includes a comprehensive open space strategy, neighbourhood framework and design codes/detailed illustrations that seek to develop and enhance the southern section of Griffeen Valley Park as a major area of strategic open space and as a robust and adaptable multi functional space for major recreation and amenity uses to include:

·        Areas of active recreation including sports pitches, games courts and playgrounds

·        Direct pedestrian and cycle routes to connect with Hayden’s Lane

·        Biodiversity habitat areas to include ecological corridors

·        Spaces of contrasting character including small garden spaces and allotments

·        Surface–water attenuation ponds fed by a SUDS system

A detailed vision and framework for the extension and enhancement of Griffeen Valley Park and the provision of further sports pitches has therefore been provided for under a statutory planning scheme. The proposed 12th Lock Masterplan Strategy takes cognisance of this and seeks to create an east-west recreation and amenity zone along the northern side of the Grand Canal that will include Lucan Sarsfields GAA club and link with and complement Griffeen Valley Park.
