"To ask the Chief Executive for a response to my motion agreed at the December LAC as follows “That a review be carried out into the manner in which requests by local residents (the subject of several motions and questions of mine over the years) for a 3.5T restriction on Kennelsfort Rd, and on the “Cell” between the R148 at the Oval and Kennelsfort road, have been handled. In particular why has An Garda Siochana vetoed the decision of the full Council (July 2015) to have a 3.5T restriction on Kennelsfort Rd when they have apparently agreed a 3.5T restriction on the City Council controlled continuation of the same Rd named on their side as Ballyfermot Road and why has An Garda Siochana not responded to the decision of this LAC (November 2016 Item ID: 51367) to impose a 3.5T restriction on the cell between the Oval and Kennelsfort Road. And that a full report be brought before this LAC for consideration at the February meeting at the latest.” It is now a month overdue."

Motions

Mot (1)
Submitted by:
Councillor G. O'Connell
Responsibility:
William Purcell

"That the Chief Executive report on the best way to deal with the network of Laneways in Palmerstown. I have raised numerous motions and questions down the years and proposed a number of options, some of which have been implemented, e.g. (a) the bollards on the lower end of the Kennelsfort/Woodfarm Lane; (b) the bollards at the top of the lower lane Kennelsfort Road/The Ave; (c) the bollards at the top of Wheatfield/Oak Court and the (e and f) two sets of bollards mid-way on the Kennelsfort/The Ave, top and bottom. Dumping and anti-social behaviour persists and it’s now time to review the positon and to consider the long standing request for gates to replace the bollards at (a) and to consider CCTV (perhaps the mobile unit) and to include the cleaning and maintenance of the laneways in the review. It is time now to seek long term solutions."

Mot (2)

Councillor V. Casserly

"That this Area Committee commends the efforts of staff during the recent snow storm but calls on the Chief Executive to explore options that we could include in future plans to clear priority pedestrian pathways for wheelchair users whom were isolated in the days and weeks during and after the storm. Whilst there were fantastic efforts to clear roads, snow/ice was moved in mounds blocking all dished kerbs which is creating ongoing difficulties."

Councillor L. O'Toole

"That this Area Committee, noting the high volume of traffic in particular HGV and construction traffic that are using the Newcastle road has resulted in significant damage in parts, requests the Chief Executive repair the road from the N4 to the junction at the Finnstown Abbey/Tandys Lane, and also include replacing the existing bollards that are on the Newcastle Road in particular the ones just outside Finnstown Castle Hotel as they are no longer visible due to the high levels of dust on the Newcastle Road."

"That this committee requests the Chief Executive to write to the Minister Housing, Planning, Community and Local Government to investigate the significant delay with the ESB and the removal of overhead lines in Adamstown (St. Helens), which are preventing the occupation of completed housing in Adamstown.

Below is the developer’s response to date:

‘There is an unforeseen delay with the removal of some overhead electrical lines at St. Helens. As is now common practice, these overhead lines need to be removed and supply routed to the site via an underground network. Unfortunately, the ESB have been extremely slow in communicating a date in respect of the aforementioned and our construction team have sought a meeting with them to discuss the seriousness of the situation".

"To ask the Chief Executive as part of any lighting improvements scheduled, to repair the footpath between 109 Beech Grove and 307 Beech Park, as this has become very narrow, having recently been covered in loose grass and mud, and is dangerous for walking, particularly for those with mobility issues; and if a statement can be made on the matter?"

"To ask the Chief Executive why the following areas of shrubbery have not been cleared after a considerable time; if a deadline date can be outlined for same (if not completed by time of this question being responded to); and if a statement can be made:

- Hermitage Park entrance - on one side of the road it has grown out to cover two thirds of the footpath; residents association has contacted SDCC on a number of occasions but so far no action;

- Colthurst/Huntingdon entrance - East side needs further cutting back and clearance and tidying as per requests made by individuals residents over the last six months;

- Mount Andrew Place; the large shrubbery at entrance to this turn and area around was due to be cleaned up by Council in 2015/16 following requests I made but residents maintain no works have been done."

"That this Area Committee calls on the Council to work with Lucan Harriers to find funding to provide a new perimeter fence around the new running track."

Mot (15)
Submitted by:
Councillor L. O'Toole
Responsibility:
Suzanne Furlong

"That this Area Committee, further to concerns raised by Lucan Harriers in relation to the installation of a secure perimeter fence to safeguard the newly planned running track in the Lucan area, recognise the value of this facility and how it will benefit the communities in the wider Lucan area.

Furthermore, also recognises the impossible task that the members of Lucan Harriers are expected to achieve regarding the additional €60/€70K costs to secure this perimeter fence on top of the already additional costs endured during the final procurement process.

This committee now requests the Chief Executive provide a source of funding for the perimeter fence as the new track is due for completion in May 2018 as any possible funding available through various community grants may not be in place when the track is due to be opened".

Mot (16)

Councillor D. O'Brien

"That this Area Committee, noting funding has been approved for a new fencing to be erected between the Lucan Newlands Road and Abbeywood Court after my motion below, update on when this fence will be installed and can the plans be supplied so I can pass them on to the residents in the area."

 55634  (M17 - Lucan ACM, April 2017 - Cllr D. O' Brien).

"This Area committee calls on the Council to install a new fence at the end of the Lucan Newlands road at the laneway leading to the R136. Between Glen Vale and Abbeywood Estate's. The current fence is not fit for purpose and there is a lot of anti-social behaviour in the area with people jumping over the fence."
