QUESTION: Councillor R. Nolan

"To ask the Chief Executive with all the building of houses in Lucan, how many houses will the Council get back in part V's, and will it be 10% of the total building?"

REPLY:

The Housing Department are currently engaging with a number of private developers who are at various stages of planning and development of private schemes in the Lucan area. All private developments with schemes greater than 9 units will be required to deliver a Part V obligation to the Council. The agreements being made with developers are in favour of units being transferred to the Local Authority which must equal 10% of the site value of the development. The Local Authority acquires the Part V units from the developer in accordance with agreed costs based on site valuations of the units on the scheme and construction costs. All Part V acquisitions are subject to Department of Housing, Planning, Community and Local Government funding approval.

At present there are 8 private schemes where Part V agreements are at various stages of negotiations and agreement which are targeted to deliver 107 social housing units by end of 2021. Negotiations are ongoing with developers from early stages of pre-planning to agree Part V requirements and front load delivery of these units where possible.
