MOTION NO. 1

MOTION: Councillor G. O'Connell

"That the Chief Executive report on the best way to deal with the network of Laneways in Palmerstown. I have raised numerous motions and questions down the years and proposed a number of options, some of which have been implemented, e.g. (a) the bollards on the lower end of the Kennelsfort/Woodfarm Lane; (b) the bollards at the top of the lower lane Kennelsfort Road/The Ave; (c) the bollards at the top of Wheatfield/Oak Court and the (e and f) two sets of bollards mid-way on the Kennelsfort/The Ave, top and bottom. Dumping and anti-social behaviour persists and it’s now time to review the positon and to consider the long standing request for gates to replace the bollards at (a) and to consider CCTV (perhaps the mobile unit) and to include the cleaning and maintenance of the laneways in the review. It is time now to seek long term solutions."

REPORT:

SDCC acknowledge the great efforts that the Member(s) have gone to in resolving matters at various Palmerstown laneways in recent years.

SDCC suggest that this is a multi-departmental matter insofar as it involves dumping, legal, public realm and roads and by implication some solutions requires input from multi departments.

In the past we have discussed why SDCC cannot erect gates on laneways which are TIC. Our position has not changed. We cannot impede a citizens right to walk, uninterrupted along a public ROW. A gate would block such passage.

SDCC have no difficulty with the erection of lockable bollards and the distribution of combination number(s) to affected residents. This arguably is the most viable solution.

Finally, the installation of CCTV cameras and associated legal implications would have to be discussed with the legal and anti-social sections of SDCC.
