That this committee supports My Lovely Horse Rescue calls to council for enforcement of the Control of horses Act and the council bye laws and that the council considers placing signage in all parks and open spaces - a sign to state such,  won't be tolerated. Also to enforce the requirement for a horse licence, and compliant stabling etc. - all already in bye laws - Also to review the penalties for non compliance that looks at ways to make people comply and enable enforcement. Also, educate people on the bye laws - maybe people literally haven't a clue that they need a horse licence (in a control area), a chip, a passport and an EPN. Equine premises contacts etc. That the Minister be written to and asked to review legislation and that SDCC review its bye Laws and enforcement of same.

That this Council welcomes the proposal by Minister Simon Coveney to introduce consolidated new legislation on commercial rates including the proposal to allow local authorities to introduce locally-appropriate Rates Alleviation Schemes; and calls on the Chief Executive to commence a preliminary examination of the feasibility of SDCC (on enactment of the proposed legislation) reducing commercial rates in our County’s traditional Villages to support business and jobs, similar to the 50% reduction that currently applies to commercial development levies for areas zoned as Village Centres in our County.

That this South Dublin County Council, recognising the valued work undertaken by South Dublin Mediation Services, calls on the CEO to continue to support the provision of mediation to tenants and residents of South Dublin County to enable them to resolve neighbour and similar disputes in a low cost and effective way and also outline how the Council intends to position mediation as a first step in resolving inter-neighbour and inter-community issues into the future so as to minimise the burden, in time and money, of such disputes and to help achieve successful outcomes to these disputes.

‘’That SDCC Support the National Youth Council of Ireland calls for the government to introduce and enact legislation extending voting rights to those who have reached 16 years of age, as advised by the Constitutional Convention three years ago. If passed it would facilitate up to 126,000 young people aged 16 and 17 years to vote and determine who will represent them on local councils and in the European Parliament. ‘’

That this Council adopts a ‘Wood First Policy’ to facilitate a culture of wood, by requiring the use of wood as the primary building material where practical in all new and modified South Dublin County Council funded buildings. In a manner, consistent with the Irish Building Regulations, and National / EU sustainability policy objectives that substantially reduce embodied energy and CO2 emissions, which in turn protect our environment. Similar policies exist across the globe, some include the Wood First Act in British Columbia, Japan’s Law No. 36 of 2010 promoting the use of Wood materials for Public Buildings, and closer to home in 2012 Hackney in London became the first Local Authority to promote timber construction in its planning policy.

That this Council adapts Container-deposit legislation as a pilot scheme, on plastic bottles and aluminium cans, to encourage recycling and less litter. When the container is returned to a reverse vending machine or where purchased, or authorised redemption centre,  the method to be decided, the deposit is refunded.

Following the tragic events at Grenfell Tower, Latimer Road in London this Council calls upon the Director of Housing to ensure that all multi storey blocks owned, managed or otherwise used by this Local Authority to house citizens, are compliant with the most up to date fire safety regulations and that all relevant certificates confirming this position are to hand and undertakes to monitor regularly, the fire safety of the said buildings to ensure no such tragic event occurs in this County.

That, following the tragic fire at Grenfell in London, a fire safety review of multiple unit buildings constructed between 2000 and 2008 be carried out in the South Dublin County Council area, that said review will entail an audit of all buildings in the area constructed at this time and that random checks of those buildings then be conducted to ascertain whether there is any cause for concern.

This Council instructs the Chief Executive, not withstanding the current process of engagement with the private sector for the identified land initiative/joint venture housing developments, to write to the new Minister for Housing requesting that he fund and support a Council led mixed tenure development, on one of these sites if appropriate, as a pilot project to demonstrate the benefits of a fully state funded and Council led development designed to meet social and affordable housing need.

South Dublin County Council is witnessing a low level crime epidemic which is only going to get worse if the under resourced Gardaí are not given the means necessary to tackle this problem. Communities in our County are really worried about their safety and security.

Every community has felt the effects of this crime across the County and since Garda resources have decreased significantly over the last number of years and despite commitments on Garda recruitment, it could take years before we see sufficient numbers of Gardaí on the ground.” 

This committee asks the Chief Executive to write to the Minister for Justice & Equality to confirm what plans are in place to increase Gardaí numbers and to commit to providing immediate resources required in areas that have a rapidly increasing youth population.
