"That this Council review the decision to place arrow and signage for 7.5T weight restrictions entering into the Oval at Palmerston in the light of concerns expressed by residents that this actually encourages smaller but still sizeable vehicles to travel along a route towards Turret Road that passes two primary schools and also because this signage does not appear to have formed part of the signage approval sought from An Garda Siochana in November 2013."

Mot (3)
Submitted by:
Councillor E. O'Brien
Responsibility:
John McLoughlin

"That the Chief Executive provide signs in strategic positions around Lucan Village advertising the availability of 30 minute free on street parking in an effort to increase footfall through the village."

Mot (4)
Submitted by:
Councillor L. O'Toole
Responsibility:

"That this Committee requests that SDCC examines the speed limits that are currently in place adjacent to all schools in the Lucan and Palmerston area with a view to reducing speed limits to a limit appropriate for school areas."

Mot (5)
Submitted by:
Councillor W. Lavelle
Responsibility:
John McLoughlin

"That this Area Committee requests the Chief Executive to present a detailed report, for discussion, on efforts to secure a resolution to the ongoing saga in relation to the unauthorised removal in July 2013 of the grass verge at the corner at the entrance to Ballydowd Grove and replacement with a hard surface parking area; and further notes the ongoing serious concerns regarding road safety at this location due to poor visibility for motorists exiting Ballydowd Grove resulting from vehicles being parked on the hard surface."

Mot (6)

Councillor G. O'Connell

John McLoughlin

"As a follow up to my motion passed at the December 2013 LAC and given the agreed policy on the Mobility and Management of Heavy Goods Vehicles (HGVs) on South Dublin County Road Network and the subsequent review of weight restrictions that now include a weight restriction of 7.5 tonne on Kennelsfort Road and on the Estates between the R148 and Kennelsfort Road,

This Committee now requests that the Chief Executive revisit this proposal, as provided for in the Mobility and Management of Heavy Goods Policy adopted by this Council in 2013 and provide for (a) a restriction of 3.5 tonne on Kennelsfort Road Upper from the N148 to the entrance of Woodfarm Acres for the following evidence based reasons: 1. The Dublin City Council has installed a 3.5 tonne restriction on Ballyfermot Road and as both this road and Kennelsfort Road are in effect the same road that meets at the County Boundary; both feed into and serve the Coldcut Road which in turn serves the Liffey Valley Town Centre, Fonthill Business Park, Park West and the Industrial/Business Estates in Clondalkin served by Cloverhill Road, it is imperative that both Ballyfermot Road and Kennelsfort Road have the same level of protection otherwise there will be (there already is) a huge displacement factor with Kennelsfort Road having to carry excessive and undesirable Heavy Goods Vehicle and Heavy (medium) Goods Vehicles traffic.

(b) The current 7.50 tonne restriction on the Residential Estates between the R148 and Kennelsfort Road must be changed to a 3.5 tonne restriction. The facts speak for themselves; this is a high density residential area, built in the 1950s before progressive planning acts with two primary schools, two crèches, no open space and very narrow roads. Again, if this Council is to seriously implement a coherent permeability policy it must improve the level of safety for pedestrians and cyclists within this area. The area qualifies for additional signage “for Cars only” as provided for in the Policy.

This Committee calls on the Chief Executive to initiate, without delay, the necessary measures to install the above traffic restrictions on both Kennelsfort Road Upper and the Estates between the R148 and Kennelsfort Road in accordance with the Mobility and Management of Heavy Goods Vehicles Policy of this Council."

"That the Chief Executive undertakes a study on the impact of the 7.5 ton weight limit on the Kennelsfort Road in Palmerston.  With a view to returning it back to the 3.5 ton limit which was in place before."

"That the Chief Executive writes to the Italian Ambassador and/or consular officials requesting that in the eventuality of Lucan House ever being vacated by the Italian State and put for up for sale or lease, that this Council, on behalf of the local community, and in the interests of heritage and tourism, should be given first option on the purchase or lease of Lucan House and its environs, with a view to enhancing and protecting the already extensive Liffey Valley area under public management. Any correspondence should reflect the warm relations between Lucan and successive Ambassadors, their families and staff over the years, and reaffirm our appreciation of their valuable contribution to Lucan life, our gratitude for their continuing generosity in providing regular access to the local community and to  emphasise our continued welcoming of their presence in Lucan as long as they wish to remain here."

"That further to previous correspondence this Committee writes to Dublin Bus highlighting the bottlenecks for Lucan and Palmerston bus users (25s, 26, 66s and 67s) seeking to board from the city centre and seeking the company's thoughts on a potential solution. By locating these routes alongside high volume bus routes 15 15a 15b 39 39a 37 38 46a 145, along with private buses and Bus Eireann, there is chaos in terms of queuing for a bus in the city centre with a particular bottle neck at Suffolk Street/Castle Lane."

Due to an anomaly and reported lack of capacity this area has been given a postal address that does not recognise the fact that it is part of the Palmerstown Community."
