MOTION: Councillor D. O'Brien

"This Committee requests SDDC to agree a plan of work to restore the old grave yard on Mill Lane, Palmerston; the church, a listed monument and protected structure is a ruin and in danger of falling foul from decades of neglect and occasional vandalism if the Council cannot undertake this work we would ask if can be done by the OPW. With regards to my members rep on access to the site we ask it this can be done as a matter of urgency."

REPORT:

The Councils Senior Exec Parks Superintendent and Architectural Conservation Officer have agreed to carry out a joint site inspection of the site so that they can identify the works required and agree and discuss how these works can be facilitated.  As previously detailed a Conservation Report was carried out for the site as this was an important and initial step in identifying the full extent of the works required both within the graveyard and to the church structure.  This report has allowed priority works to be identified for which recommendations and a method statement has been provided which will assist the Council in agreeing a suitable work programme and to allocate funding where necessary. The works to consolidate the structure and preserve the graveyard will be prioritised and will be dependant on funding as a long-term programme of works which will include maintenance recommendations also arising from the report which are to be agreed between the Councils Architectural Conservation Officer and Public Realm Section, Environmental Services.

With regard to the access from Mill Lane the Council will examine the options in creating a more attractive and safe entrance area to the facility.
