"Application for financial assistance under the Capital Assistance Scheme from Hail Housing Association Limited in accordance with Section 6 of the Housing (Miscellaneous Provisions) Act, 1992 for the purchase of a property at Dun Mhuire, Lucan Road, Co Dublin."
REPLY:
On 24th January 2014, the Department of the Environment, Community and Local Government advised all Local Authorities by Circular Housing 5/2014 of its intention to progress a limited programme of acquisitions to be funded from within the overall 2014-2016 capital funding provision for the Capital Assistance Scheme (CAS).
Local Authorities were requested to prioritise those CAS proposals which will:
- Focus on the provision of accommodation for homeless persons, older people and people with a disability
- Focus on ensuring access to an appropriate range of community based housing services, including any necessary supports, with particular regard to the specific needs of people with mental health and intellectual or physical/sensory disability.
- Be completed, with funding fully drawn or substantially drawn down by mid 2016.
In response to the Department’s Circular, an application has been received from Hail Housing Association for a grant in the sum of €450,000 under the Capital Assistance Scheme in respect of the purchase of a property at Dun Mhuire, Lucan Road, Co. Dublin. The Association is an approved Voluntary Body under Section 5 of the Housing Act, 1988.The application was assessed in line with draft Strategic Plan for Housing Supply for People with a Disability which emanated from a joint collaboration between the Department of the Environment Community and Local Government and the Department of Health.
The Department of the Environment, Community & Local Government have approved a grant in the sum of €450,000 to Hail Housing Association. The development will be used to house residents from Mental Health Institutes which will enable them to live independently as appropriately assessed and to become active members in the community. The centre will have visiting support staff and the planned adaption works to the development will meet the housing needs of the residents. The cost of the adaption works is included in the allocation of €450,000.
The property in question is a five bedroom dwelling. The property will be used as a 'step down' facility for persons with mental health challenges, who have been deemed capable of living independently, albeit in a supported living environment.
