Questions
To ask the Manager, further to my question to the December meeting, to update on the requested examination of measures to improve the safety of pedestrians crossing Grange Castle Road at the junction with Lucan Road (Woodies junctions), in particular with respect to concerns over the risks to pedestrians from traffic turning left from Grange Castle Road onto Lucan Road, and in particular to report on examination of the proposal to lengthen the time-delay between the traffic red light and the pedestrian green light and to review pedestrians' visibility of oncoming traffic from the footpath at the Woodville side of the crossing?
To ask the Manager to arrange a review, including public consultation, on the potential updating of the 1952 County Road Schedule to clarify the naming of the R120 between Lucan Village and Milltown; and/or specific stretches thereof, so as to reflect local naming traditions and further noting that the Council’s erection of new signs for ‘Adamstown Road’ at either side of the N4 interchange have resulted in objections from long-standing residents?
To thank the Manager for the recent clarification regarding responsibility for the steps from the Church Car Park down Chapel Hill, Lucan and to ask the Manager if the current lighting at both ends of the steps can be examined with a view to maximising the light from both and that the barrier at the lower end be repaired so that it is rendered safe?
To ask the Manager to examine the sequence of the traffic lights at the Oval and that a better effort is made to provide egress from the Oval especially during the peak morning period and to ask if this junction can be monitored from the CCTV at the Kennelsfort junction as there have been a number of near misses reported there in recent times where pedestrians were almost knocked down by cars breaking the (green pedestrian) lights. Given its proximity to both Stewart's and the Palmerston Primary Schools, is it possible to have flashing yellow lights when the pedestrian lights are on during school times?
To ask the Management for an update on the provision of a Taxi Rank (or ranks) for the Palmerston Area in the vicinity of Palmerstown Shopping Centre/Kennelsfort Road/Wheatfield Road and for the Village and for a progress report on solving the situation of residents vis a vis Taxi ranks in Lucan Village?
To ask the Manager for an updated report on measures implemented by the Council to prevent illegal parking in The Square and Sarsfield Close, Lucan?
Noting the Reply to Question 12 at the October Lucan Area Committee Meeting, to advise the Manager that there is a high level of concern amongst local drivers about the time intervals allocated to the various traffic movements/crossings at the Kennelsfort Road/N4 junction, and to ask the Manager if he will carry out another evaluation of the traffic signal system, and have particular regard to the perceived inadequacy, at many times, of the time to allow traffic to cross the N4, especially traffic coming from Palmerston Village?

That the 3 Tonne Scheme on Kennelsfort Road, which the Garda say is difficult to enforce as presently described due to there being some industrial and commercial premises off the upper end, be adjusted to the area between the N4 and the Northern side of the entrance to Woodfarm Acres and that a similar 3 Tonne restriction be installed on all of Wheatfield Road from its junction with Kennelsfort Road to its junction with Glenmaroon Road. Taken together these adjustments should ensure that vehicles in excess of 3 Tonnes who have no business within the set restricted areas are easier to identify while allowing a service route to both the Palmerstown Shopping Centre, Silver Granite, P. J. Edwards and the Cherry Orchard Industrial Estate from the Coldcut direction and to Manor Road from the N4 direction.
That a discussion takes place on the Parking Scheme as it applies to the Lucan / Palmerston Area with particular reference as to how it serves traffic flow, the taxi trade, residents and the business community.
That the Manager provides a detailed report on the public consultation carried out over the past 4 years with respect to proposals for one-way systems and traffic calming measures in the cell area of Palmerston including The Oval, Turret Road and Woodfarm Drive; and to advise on what action needs to be taken to tackle speeding in this area.
That this Committee requests the Manager to introduce, with accompanying signage, a 10-minute grace period in Lucan Village for drivers to purchase and display a parking ticket before fines are issued and to further report on the Council’s investigation of complaints by the Lucan Chamber on parking enforcement matters in Lucan Village?
That this Committee notes that residents of Kennelsfort Green and other roads close to Palmerstown Cemetery, continue to experience difficulties getting their cars into/out of the driveways of their homes, due to obstructive parking of some visitors to the cemetery and/or drivers attending funerals, and if he will arrange for an inspection by the Road's Department of the situation, consulting if appropriate with An Garda Síochána and the Management of Palmerstown Cemetery, and bring forward a report, including, if possible, proposals which would address the difficulties experienced by residents.
That the Manager provides a report on parking in the Palmerston Village area north of the N4 including parking fines issued in the area and outlines the Council’s views on removing the ‘horseshoe’ area of Palmerston from the pay and display zone.
That the Manager notes Question 11 on the Agenda of the October 2011 Lucan Area Committee Meeting, also notes that the location which was intended to be addressed in the Question was at the traffic signals on Kennelsfort Road, between the entrance to Woodfarm Acres and the N4/Kennelsfort Junction, opposite the cut into Palmerstown Avenue, and if he will again consider the request to examine safety issues there and to make a report on the matter.

To ask the Manager if he will make a report on works carried out by a contractor, apparently working on behalf of the Department of Education and Skills, to move soil from the site of the proposed temporary car park at Gaelscoil Eiscir Riada, to lands adjacent to Lucan East Educate Together, along Griffeen Avenue, and if he will advise members if these works caused any problems for the Council, and if so, have these problems been rectified with the contractor?

That this Committee, noting that in the period 2007-2011 only 0.18% of the total capital expenditure by the Community Services Department was invested in Lucan, and further noting that according to the latest census the population increase in Lucan in the same period was more than twice that in the remainder of the county; requests the Manager to prepare and present a detailed report on the options available to the Council, including raising of a loan, for the purpose of funding capital investment in community facilities in Lucan, including the re-costed proposals for a much-needed swimming pool for Lucan.
