MOTION: Councillor E. Higgins

That the Manager provides a report on parking in the Palmerston Village area north of the N4 including parking fines issued in the area and outlines the Council’s views on removing the ‘horseshoe’ area of Palmerston from the pay and display zone.

REPORT:

Parking in Palmerston includes Kennelsfort Road Lower and Old Lucan Road while the Horseshoe is included as part of Old Lucan Road.  It was noted in the course of recent inspections that the area immediately west of the paid parking area now has consistent parking and this has given rise to some loss of amenity for residents locally. Some of this parking can be regulated as it is classed as ‘parking on a footway’.  A proportion of this parking is located across from the Horseshoe and as such the Horseshoe is vulnerable to additional parking pressures should the paid parking restrictions be removed.

It is noted that the Pay and Display parking system is achieving its primary objectives in that compliance with the restrictions is very high and only 10 parking fines were issued in Palmerston during December 2011.
