QUESTION NO. 2

QUESTION: Councillor W. Lavelle

To ask the Manager to arrange a review, including public consultation, on the potential updating of the 1952 County Road Schedule to clarify the naming of the R120 between Lucan Village and Milltown; and/or specific stretches thereof, so as to reflect local naming traditions and further noting that the Council’s erection of new signs for ‘Adamstown Road’ at either side of the N4 interchange have resulted in objections from long-standing residents?

REPLY:

The existing signage is in accordance with the schedule.

The following is an extract from the 1952 Road schedule:

“Lucan - Rathcoole Road.  From the four roads next east of the Police Barracks in Lucan via Milltown, Peamount and Newcastle to the three roads at the Rectory in Rathcoole on the Main Dublin –Naas Road, 

Including:-

Adamstown Road or Twelfth Lock Road. : From the four roads in Lucan to the three roads in Milltown,

 ( 4700 l yds) 

Peamount Road ; From the three roads in Milltown to the Three Roads at Peamount Cross, Newcastle,

( 4230 l yds)”

The location three roads at Milltown refers to Pollyhops junction and this road,  Lucan – Rathcoole Road, has since been reclassified and is now a Regional Route with the prefix of R 120.

The official name of the road from Lucan to Milltown is therefore either Adamstown Road or Twelfth Lock Road and should the official name be changed it will require a plebiscite.

The taking of a plebiscite involves establishment of and adoption by the Council of a list of Qualified Electors, publishing this list and the holding of a ballot of those deemed Qualified Electors, the ballot is conducted by a returning officer appointed by the Council…( ballot conducted by registered post, all  in accordance with Section 78 of the Local Government Act 1946 and the Local Government (Changing of Place Names Regulations) 1956 (as amended by Section 67 of Local Government Act 1994). This happened in the recent Palmerston/Palmerstown plebiscite.
