That the Plan will encourage and agree to pursue during the lifetime of its operation the establishment of a Gaeltacht in the County area
That the Plan encourages and will facilitate the concept of good neighbours and neighbourhoods and the issuing and promotion of a Charter of Good Behaviour involving residents to encourage an inclusive community spirit and agrees to establish a pilot in the Springfield area of Tallaght that currently has a large proportion of rented housing.
That it is the policy of SDDC to promote and support communities under pressure from criminal and anti social behaviour and the plan agrees to support and encourage the facilitation of CCTV at the senior citizens facility at Glenview Lodge,Tallaght.
That the Plan encourages and agrees to establish during its lifetime a forum to include more local involvment in the planning process from local resident groups and their representatives.
2.2.11.i (Policy T5 Luas and LRT Extension) In relation to the aspired to extension of Luas to the Old Bawn area - Amend to include 'and the parishes of Jobstown and Killinarden'.
That the Plan will take cognisance of the age group currently living in many rural areas of the Council and will encourage greater public transport links in the County.
That the Plan in view of the current proposals to cut public bus services in the Kingswood area agrees to facilitate and promote the maintenance of these vital transport links for many residents including elderly living in the area.
That the Plan takes cognisance of people with disabilities and agrees to promote and support bus links from Kingswood to the City Centre for employment opportunities.
It is the policy of this Council to provide cycle paths in all public parks throughout the County to encourage our young children to learn the benefits of cycling on designated lanes in a safe environment.
That it shall be an objective of the new County Development Plan to address the impact on the quality of life that “through” traffic is having on our citizens and in particular to set targets for achieving within three years from the date of adoption of the plan that:
- Identify undesirable levels of commuter and other outside traffic through residential areas and to begin to put in place measures that ameliorate them
- Propose and begin to implement options for the re- routing of traffic away from schools and other sensitive areas
- Examine the impact of installing Bus/Public Vehicle Gates at certain locations throughout the County effectively providing “Cul-de-Sac” residential communities and to follow through by putting in place an number of pilot projects that achieve this objective
- Provide ready access to national routes for motorised traffic for residents from our communities that will both minimise commuting distance and facilitate integration
That it shall be an objective of the new County Development Plan to alleviate the traffic situation in Lucan Village and to remove through heavy commercial traffic from the village and its environs by entering into negotiations with neighbouring Local Authorities for the provision of a “Western Route” from the N7 to the M4 and that Table 2,2,5 and Table 2.2.6. of the Managers Draft Plan be suitably adjusted to reflect this priority.
That the following amendment be included in the written statement:-
2.3.19 Taking in Charge
It is an objective of the Council to co-operate with adjoining local authorities to prepare an appropriate ‘Taking in Charge’ procedure
Amend section 2.4.3 Waste Management Strategy to include:
“The County shall set it as policy priority to exceed the recycling and composting targets in the Waste Management Plan and to provide leadership in this area.”
Amend all sections in relation to Waste Management so that, where the terms 'meet' or 'achieve' targets are used in relation to recycling or composting; they should instead read 'meet or exceed' and 'achieve or exceed', so that the targets need not limit the levels of recycling or composting in the County.
Delete the following paragraph: in section 2.4.5 Waste Plans
“The Waste Management Act, 1996 (as amended), empowers the County Manager to decide to grant planning permission for development which is consistent with the provisions of, and is necessary for, the proper implementation of the Waste Management Plan for the Dublin Region 2005-2010 (or as may be amended from time to time), but which in the opinion of the County Manager would contravene materially any other objective of this Development Plan."
It shall be an objective of the new County Development Plan that SDCC will not enter any contractual obligation over one year to provide waste to an incinerator - lest it negatively impact on our flexibility to move toward more sustainable waste management.
It shall be a policy of the new County Development Plan that SDCC will not enter any contractual obligation over one year to provide waste to an incinerator, and to expilicitly state this in the County Development Plan.
The County Development Plan shall specifically state that no further waste-to-energy incinerator or waste-to-energy thermal treatment facility be situated in the County.
Section 2.4.2. to be amended to include the following :
“That while the County Development Plan conforms to the Waste Management Plan, in drawing up a new or revisions, or updates to the Waste Management Plan, it is specifically noted that a Waste Management Plan is bound in accordance with Section 22, subsection 7 of the Waste Management Act 1996, whereby it states clearly how the Waste Management Plan must have regard to the policies, objectives and priorities assigned by the Local Authority or Authorities in relation to assisting the prevention and minimisation of waste, the management of same and measures to be undertaken etc: and in so doing, recognise that this County in this Development Plan, has expressed policy, requirements and measures to implement incremental targets and solutions within the life of the plan so that no recyclable or compostable waste from the county be incinerated at any location, and that no further waste-to-energy incinerator or thermal treatement facility be situated in the county, and that contracts with incinerators be limited in timescale”
That the new County Development Plan should include aggressive incremental targets to ensure that within the life of the plan - that we achieve the target that no waste generated within the County that is recyclable or compostable will be incinerated in any location.
