7. Dublin Waste Managment Plan
REPLY:
Dublin Waste Management Plan.
In compliance with Section 22 of the Waste Management Act 1996 each local authority, or a group of authorities operating as a region, is obliged to make a waste plan which addresses the issues of waste prevention, minimisation, collection, recovery and disposal of non-hazardous waste within its functional area. The four Dublin Local Authorities, acting as the Dublin region, prepared the Waste Management Plan for the Dublin Region 2005 – 2010 which was published in November 2005. As each plan must be reviewed at least once in every five years the Waste Management Plan for the Dublin Region will be reviewed by November 2010 and either varied or replaced at that time as the region deems necessary from the review process. The Act obliges each authority or region to report on an annual basis in relation to waste management data and statistics for the area or region. Set out below is the executive summary extracted from the Annual Progress Report 2009 on the Waste Management Plan for the Dublin Region 2005 – 2010. The Dublin Local Authorities (Dublin City Council, Dun Laoghaire Rathdown County Council, Fingal County Council, and South Dublin County Council) are responsible for producing on an annual basis an update of waste management data and statistics for the Region.
This is the third Annual Progress Report since the publication of the Dublin Regional Waste Plan in November 2005 and provides the most accurate assessment of waste management for the Region.
Waste Prevention
The Dublin Local Authorities continue to invest staff and financial resources in waste prevention and awareness activities in the region.
Waste Reuse
The Dublin Local Authorities continue to fund and implement reuse based projects and services in the region.
The online reuse service, FREE Trade, is funded and managed by the Authorities and continues to deliver real results with over 9,500 items reused in 2009.
Household Waste
Household waste arisings in Dublin increased by 1% in 2008.
Commercial Waste
Commercial Waste arising have decreased by an estimated 5% in 2008.
Municipal Waste
Municipal Waste arisings have decreased by 3.5% in 2008.
Biodegradable Municipal Waste (BMW)
The quantity of BMW landfilled at facilities in the region amounted to 250,356 tonnes.
Packaging Waste
The recovery rate of packaging waste increased to 54% in the region.
Construction and Demolition Waste
Construction and Demolition Waste Arisings decreased by 7.4% to an estimated 6.5 million tonnes.
WEEE
Over 29,000 tonnes of WEEE was collected in 2008.
End of Life Vehicles (ELVs)
There are 13 Authorised Treatment Facilities operating in the Dublin Region.
Waste Tyres
The quantity of waste tyres reported for 2008 was 7,222 tonnes.
