To ask the Manager why the Boherboy Water Supply Scheme which went for tender in June 2006 was not a fixed price contract and to outline in detail the statutory provision in relation to the Government announcement on 20 May 2006 with regard to the public sector construction procurement reforms, The Capital Works Management Framework? (Original announcement May 2004 as per answer to Q2 May 2010 Council meeting)
To ask the Manager to detail the Boherboy Water Supply Scheme costs associated with each of the variations as detailed below: reinstatement, telemetry, actuated valves and chlorine dosing and Claims (such as restricted access to lands), on the project to date?
To ask the Manager to outline the expected completion date of the Boherboy Water Supply Scheme?
To ask the Manager to report on the number of council staff engaged in grass-cutting over the summer months this year compared with each of 2008 & 2009, the number of external contractors engaged in grass-cutting over the summer months this year compared with each of 2008 & 2009 and the costs incurred in each year to retain these services?
To ask the Manager to report on any agreement between the council and staff unions with regard to the engaging of external contractors and community employment schemes to carry out environmental works such as grass cutting ?

To ask the Manager to report on efforts to support the establishment of new youth cafes around the county including any proposals received or approved by the County Development Board under the POBAL youth café funding scheme?
To ask the Manager to write to the Minister of State for Mental Health to request details of recent or proposed investment in mental health services in or serving South Dublin County including details of the reinvestment of monies raised from the sale of former psychiatric facilities in South Dublin County?

Noting the reply to Question 25 at the June 2010 meeting of the Council, which reveals that approximately €34 million in Development Levy Contributions invoiced to developers by the Council remain unpaid , to ask the Manager if it will be possible to have some of the outstanding monies recovered from developers through NAMA, to ask further if County Managers have raised this issue of payments of unpaid development levies with NAMA or the Minister for Finance, and further to ask if the Council can make public the names of development companies which individually owe substantial amounts, say in excess of €1 million, in unpaid levies to South Dublin County Council?

Motions
MAYORS BUSINESS
That this Council in an effort to promote the County as a prime location for new industry supports the re-establishment of a local I.D.A. office.
To this end, we request that the Minister for Enterprise, Trade and Innovation, Mr Batt O’ Keeffe would meet with the Mayor, County Manager and representatives of South Dublin Chamber
That the Manager would present a detailed report for discussion on how this Council supports schools in the County, including schools that make a particular effort on environmental matters such as reducing, reusing and recycling. Would the Manager also report on how the Council can continue to support and encourage schools, including children, students, teachers and parents who participate in such school projects and lead by great example.
That this Council calls on the Minister for Health to reverse the decision to ban medical card holders from dental procedures other than emergency work as this will have a serious negative impact on the oral health of a significant proportion of the population particularly pensioners and is a serious threat to employees jobs in the dental profession.
That this Council requests the Manager to present a detailed report for discussion on efforts to introduce appropriate work-placement/training programmes to gainfully engage unemployed persons in projects such as environmental improvement works as requested by this council in a motion adopted at the March council meeting.
This Council condemns the government for the drastic consequences which the cuts in local authority funding are having on the provision of services at council level. These cuts will impact most on the most disadvantaged areas and on the most vulnerable within them.
This government is responsible for the greatest economic and financial crises in the history of the state. The current economic crisis is the result of years of neo-liberal economic policies that have favoured the interests of big business and profit over the needs of people and the environment. The greed and corruption of the ruling elite now threaten our country with catastrophe and this Council records a vote of no confidence in the Fianna Fail/Green Party government.
That this Council asks that Councillors are informed about land purchases by South Dublin County Council every time such a land purchase is completed.
That the Manager outline what laws/bye-laws govern, and what licenses are required for, vendors who set up outside churches to sell newspapers on Sundays, and that the manager agrees that these are proving inadequate and are in need of review in order to regulate and licence such practices more appropriately and to open the matter up to public consultation
That this Council while acknowledging the hard work of the Parks and Environment maintenance staff calls on the Manager to once and for all address the ongoing problem of when residents associations or voluntary groups agree a pick up date for rubbish and green waste after an estate or park cleanup by them that this council collects within a set time frame 1-3 days of agreed date.
That this Council requests the Manager to present a detailed report to form the basis for discussion with the elected member on proposals to improve the management of the public realm in our county, including the need for improved and more regular litter-cleansing and grass-cutting services and the need to pursue greater coordination and innovative working arrangements between council departments and noting the provision of funding in the adopted budget for 2010 for ‘public realm transformation’.
That this Council, in light of the ongoing suffering of the Palestinian people, recognises (1) that Veolia is a leading partner in the consortium contracted to build a light railway system linking Israel to illegal settlements in occupied East Jerusalem, (2) that the Irish government and the U.N does not recognise Israel’s annexation and occupation of East Jerusalem and have repeatedly stated their views that the Israeli settlements in East Jerusalem and the West Bank contravene international law and (3) that Veolia’s involvement in the project is in contravention of the UN’s stated demand that Israeli settlement activities and occupation should not be supported, and calls on the County Manager not to sign any new or renew any existing contracts with Veolia.
That this Council Condemns the Israeli attack on the Gaza Freedom Flotilla’s aid mission that resulted in deaths and injuries of those attempting to bring much needed aid to the besieged city of Gaza, which has been subject to an illegal Israeli blockade.
Commends those Irish citizens who participated in this humanitarian mission to bring 10,000 tones of aid to the people of Gaza.
Recognizing that this attack is an affront to international law and has endangered the lives of Irish citizens, calls on the Irish Government to expel the Israeli Ambassador, use it’s influence to discontinue the EU’s preferential trade agreement with Israel and Support and seek the backing of other countries for a new international aid mission to Gaza which will ensure that necessary vital supplies reach the suffering people of that besieged area.
That the Manager outline the legal costs of the Council in 2008 and 2009 in total and by department as requested by me at a pre-budget meeting.
That this Council calls for the reintroduction of the annual/biennial junk collection in order to reduce the level of fly-tipping in the county.
That this Council asks the Minister of State for housing to meet a delegation of local Cllrs. and housing staff to request him to review the Housing (miscellaneous) Act 1997 to allow for realistic and effective methods of dealing with the escalating anti-social problem in local authority housing. The review to include effective measures to prohibit tenants engaging in said activities and to include measures to deal with same problem in privately owned houses in Council estates.
That South Dublin County Council enacts the Parks Bye-Laws so that the Gardai can enforce them.
