QUESTION: Councillor W. Lavelle

To ask the Manger to provide a detailed update on the preparation Flood Risk Assessment and Management Studies for river catchment areas in the county?

REPLY:

Work on the preparation of the Flood Risk Assessment and Management Studies is on-going and has been reported on previously.  Since then however there was a Public Information Day in Tallaght Library on Wednesday, 30th of June 2010, on the Dodder River CFRAMS and its tributaries, Tallaght, Owendoher and Whitechurch streams. This will be followed by any relevant comments coming from the Public Information Day being incorporated into the Draft Final Report. The Draft Final report will be issued for public consultation and after these consultations the Final Report will be issued and hopefully adopted by the three Local Authorities in its catchment, Dublin City Council, Dun Laoghaire Rathdown County Council and South Dublin County Council. After this, further studies will be carried out on local areas (flood cells) to see if there are cost beneficial solutions. The Liffey River CFRAMS and its tributaries, Griffeen, Camac and Poddle, by comparison is only just getting off the ground with the surveying of the river and its banks at 100 metre intervals just started and set to continue for the rest of this year.

 This will be followed by:-

·         The identification and mapping of existing and potential future hazard risks within the catchment.

·         Identification of viable structural and non-structural measures and options for managing the flood risks.

·         The formation of a strategic information base necessary for making informed decisions in relation to managing flood risks.

·         The development of an environmentally, social and economically appropriate long term strategy (Catchment Flood Risk Management Plan) to manage the flood risks and      help ensure safety and sustainability of communities in the catchment.

·         A Strategic Environmental Assessment (SEA) and Appropriate Assessment to ensure that environmental issues and opportunities for enhancement are considered, to    comply with the requirements of the EU Directive on the assessment and management of flood risks (2007/60/EC-the “Floods Directive”)
