Floodlighting Scheme at the Fettercairn Horse Project - Part 8

REPORT:

 

REPORT ON PUBLIC NOTIFICATION PROCEDURE UNDER PART 8 OF THE PLANNING & DEVELOPMENT REGULATIONS 2001 – 2009 FOR THE PROPOSED DEVELOPMENT OF FLOODLIGHTING TO THE RIDING ARENA OF THE FETTERCAIRN YOUTH HORSE PROJECT AT FETTERCAIRN ROAD, TALLAGHT.

A report outlining the proposal to proceed to Part 8 Statutory Public Consultation in connection with the above was noted at Tallaght Area Committee meeting held on 17th May 2010. Thereport presented to the Committee read as follows:

Fettercairn Youth Horse Project Arena Lighting

The Part 8 public consultation procedure for the Fettercairn Youth Horse Project Arena Lighting is currently on display in County Hall and the Fettercairn Community and Youth Centre. The funding for the proposed lighting system is being provided by Citywest Luas Ltd.

The Public Notice from South Dublin County Council advertising the scheme outlined the proposal as described below:

1.  Four 12.2 metre columns with two 1500W Green Generation lamps per column

The accompanying drawings indicated the location of the proposed columns and provided details of the proposed illumination both within the Riding Arena and of the illumination over-spill within 50 metres of the arena, including the residential dwellings on the opposite side of Fettercairn Road.

The public consultation process featured in the Tallaght Echo on the 6th May 2010 indicating that plans and particulars of the proposed development would be available for inspection at

(a)    South Dublin County Council Offices, County Hall, Tallaght, Dublin 24

(b)    Fettercairn Community and Youth Centre, Fettercairn

 from 6th May – 3rd June 2010.

A further period of two weeks was allowed for receipt of written submissions or observations with respect to this matter, dealing with the proper planning and sustainable development of the area, in which the development would be situated.

 The closing date for receipt of submissions was Thursday the 17th June 2010. 

 

 Submissions received:

 There were two submissions received on the proposal: 

1) Rail Procurement Agency (RPA) The RPA state that they do not object to the development as proposed, but wish to draw attention to some safety issues. These are a) the potential for glare from the two lighting columns furthest from the track and b) the safety aspects when erecting the two lighting columns nearest the track. The RPA requests a commitment to liaise with them in relation to these issues.   Comment: It is recommended that a condition be attached to the Part 8 consent that South Dublin County Council and the Fettercairn Youth Horse Project liaise with the RPA in order to address their concerns in relation to the erection of the columns and the potential for any significant glare.  
2) Fettercairn Estate Management Group The Fettercairn Estate Management Group wish to offer support to the proposal for the arena lighting. During the month when the plans were displayed in the community centre, they state that there were no objections to the plans. The construction of the lighting will allow the Fettercairn Youth Horse Project to use their facility in the winter time.  

 Recommendation: 

As the proposed scheme is viewed positively in the local community and as the proposed development is considered to be in accordance with the proper planning and sustainable development of the area, it is proposed to proceed with the development in accordance with the drawings placed on public display subject to the following condition;

- South Dublin County Council and the Fettercairn Youth Horse Project shall liaise with the Rail Procurement Agency in order to address their concerns in relation to the erection of the columns and the potential for any significant glare.

Tallaght Area Committee Recommendation

The Tallaght Area Committee, at their meeting on the 21st June 2010, agreed to recommend the proposal to the 12th July 2010 County Council meeting for decision.
