Questions
To ask the Manager to outline the terms of the affordable housing scheme for those who purchased their homes through this scheme and how the "clawback" will work should they decide to sell their property and are in negative equity?
To ask that the Manager detail the "fixed price" contract tender process for projects (the new contract tendering process) and to detail how variations (as detailed in the previous contract process) are accounted for in the "fixed price" contracts compared to the previous structure?
To ask the Manager can he confirm that there is a delay in the Council Medical officer adjudicating on medical evidence and will he outline what is causing the delay and how many cases are awaiting inspection?
To ask the Manager can he give a report outlining the work carried out by the newly formed unit examining damp and mould in housing accomodation, the amount of inspections,the units where problems have been identified and successfully resolved?
To ask the Manager can he give a report outlining the baby /child changing facilities available in existing County Council buildings open to the General Public in the Local Authority area and the plans, if any, that are proposed to make theses spaces more inclusive to parents with young children?
To ask the Manager how much money was spent by South Dublin County Council on consultancy fees (1) in 2008 (2) in 2009 and what work was done for these fees?
To ask the Manager to report on progress in relation to the improvement of the public realm in the County, and having regard to the commitment to fully engage with and consult Councillors with regard to any such proposals?
To ask the Manager to report on the responsibilities of retail business owners in relation to the control of litter emanating from their premises, and can he also advise as to the number of cases taken in 2007; 2008; and 2009 (either by prosecution or otherwise) against such businesses, the monetary value of sanctions imposed in each year and the actual amount collected per annum?

To ask the Manager to report on the proposed roll-out of the new brown bin Service indicating possible cost to users, frequency of service, effect on grey bin service, date of commencement of service and the options available to households who wish to opt-out of the service?
To ask the Manager if any plans have been established to use part of the €1.1M 'Public Realm' budget for paving sections of the Belgard Road and N81 medians such as leading to roundabouts or junctions to improve visibility and therefore safety as was discussed during the Budget 2010 process in the context of the twenty fold increase in the cost of cutting grass on these Roads and can the Manager make a statement on the matter?
To ask the Manager to update on efforts to encourage householders to register their mobile phone number and email address with the council, possibly through the council website as proposed by this council in a motion adopted at the March council meeting?

Mayor's Business
That this County Council requests the Minister of State with responsibility for Housing
(a) To review the Housing (Miscellaneous) Act, 1997 to see if it can be made operate more effectively in terms of dealing with anti-social tenants in Social Housing.
(b) To ask him to extend the provisions of the Housing (Miscellaneous) Act 1997 and any improvements to it, to tenants/landlords operating in the Private Rented Housing Sector, with a view to tackling anti-social behaviour by some tenants and ill treatment of tenants by some landlords.
(c) Meet a delegation of Councillors and Housing Staff from South Dublin County Council so that we can outline the problems we are facing with Anti Social behaviour in our County.
That the Council examine the possibility of innovation concerning procurement policies regarding supplies and services which could generate significant savings to local authority consumers and to the local authority itself and to outline and initiatives already underway in this regard.
That this Council
* reaffirms its support for Tallaght Hospital as a vital public healthcare facility
* deplores the failure in Tallaght Hospital to read thousands of x-rays and to process thousands of GP referral letters
* welcomes the inquiry into how this happened and the proposal to appoint a new board
* urges that the inquiry should include within its remit:
- a full exploration and exposure of any or all administrative and/or clinical management failures which may have led to this serious breakdown
- the need for greater accountability on the part of consultants and recommendations as to how full compliance with the consultants' contract, restricting work in the private health sector, can be monitored and fully implemented;
* calls for an end to the two-tier public/private hospital system and the development of a new single-tier system with access for all based on medical need alone
* opposes any effort to downgrade and remove services from Tallaght Hospital
* urges the provision of essential resources to ensure that the Hospital can provide safe and effective services to patients including, if required, additional radiologists.
*supports a quicker and more transparent system of Doctor’s referral letters to the hospital and urges the immediate introduction and formal use of email
*calls for the resignation or sacking of Health Minister Mary Harney before another Health crisis emerges
That this Council undertakes a significant Anti-racism Campaign within the County, to include a major conference involving all minority ethnic groups possible in order to highlight and promote awareness of the consequences of racism and to demonstrate this Council's condemnation of all racist activities/practices.
That this Council values the work done by Community Development Projects in the County over recent years in addressing issues of disadvantage, social exclusion and inequality, including work and projects done in collaboration with the Council, disagrees with the funding cuts imposed by the Government in the last year, and shares many of the concerns of those involved as workers and volunteers in Community Development Projects about the new arrangements which are being put in place under the new Local Development Programme, and their concerns that a consequence of the new arrangements and reduced funding may be to pull resources from the most needy communities in the County. Accordingly we request the Manager to convene, at an early date, a suitable Meeting/Seminar which will enable a dialogue to take place between Council Management/Staff and Councillors and representatives of Community Development Projects in the County and representatives of the CPLN and Dodder Valley Partnerships, and other relevant organisations, with an objective of the meeting being to assist the Council in updating its own approach to Community Development in the County and making appropriate representations to the new Government Minister with responsibility for the sector.
That this Council recommends that no extra charge be placed on hiring allotments this year, especially for people on low income.
That this Council supports the introduction of an online voter registration system on our website in order to improve ease of registration and facilitate the democratic franchise amongst our citizens.
That the Manager would present a detailed report for discussion on how this Council supports schools in the County, including schools that make a particular effort on environmental matters such as reducing, reusing and recycling? Would the Manager also report on how the Council can continue to support and encourage schools, including children, students, teachers and parents who participate in such school projects and lead by great example?
That this Council calls on the Minister for Health to reverse the decision to ban medical card holders from dental procedures other than emergency work as this will have a serious negative impact on the oral health of a significant proportion of the population particularly pensioners and is a serious threat to employees jobs in the dental profession.
That this council writes to the Minister regarding the withdrawal of the transport service provided for pupils from the Travelling Community from September 2010. This will have a negative impact on attendance, punctuality and progress of these pupils. As a council that has a long tradition of catering for and integrating Travellers into our community, we condemn this move.
That this council requests the Manager to present a detailed report for discussion on efforts to introduce appropriate work-placement/training programmes to gainfully engage unemployed persons in projects such as environmental improvement works as requested by this council in a motion adopted at the March council meeting.
This Council condemns the government for the drastic consequences which the cuts in local authority funding are having on the provision of services at council level. These cuts will impact most on the most disadvantaged areas and on the most vulnerable within them.
This government is responsible for the greatest economic and financial crises in the history of the state. The current economic crisis is the result of years of neo-liberal economic policies that have favoured the interests of big business and profit over the needs of people and the environment. The greed and corruption of the ruling elite now threaten our country with catastrophe and this Council records a vote of no confidence in the Fianna Fail/Green Party government.
That this Council expresses its continuing dissatisfaction with the amount of money received by South Dublin from the Local Government Fund and requests the Manager to again bring to the attention of the Minister for Environment, Heritage and Local Government the fact that this Council should be treated on equal terms, in terms of the LG Fund per head, with Councils of similar characteristics such as Fingal.
That this Committee asks that Councillors are informed about land purchases by South Dublin County Council every time such a land purchase is completed.
That the manager outline what laws/bye-laws govern, and what licenses are required for, vendors who set up outside churches to sell newspapers on Sundays, and that the manager agrees that these are proving inadequate and are in need of review in order to regulate and licence such practices more appropriately and to open the matter up to public consultation
That this Council while acknowledging the hard work of the Parks and Environment maintenance staff calls on the Manager to once and for all address the ongoing problem of when residents associations or voluntary groups agree a pick up date for rubbish and green waste after an estate or park cleanup by them that this council collects within a set time frame 1-3 days of agreed date.
This Council agrees to call on the Manager to give a report outlining his precise proposals in relation to the funding set aside in this years Councils Budget covering the Public Realm.
That this council requests the Manager to present a detailed report to form the basis for discussion with the elected member on proposals to improve the management of the public realm in our county, including the need for improved and more regular litter-cleansing and grass-cutting services and the need to pursue greater coordination and innovative working arrangements between council departments and noting the provision of funding in the adopted budget for 2010 for ‘public realm transformation’.
That this Council, in light of the ongoing suffering of the Palestinian people, recognises (1) that Veolia is a leading partner in the consortium contracted to build a light railway system linking Israel to illegal settlements in occupied East Jerusalem, (2) that the Irish government and the U.N does not recognise Israel’s annexation and occupation of East Jerusalem and have repeatedly stated their views that the Israeli settlements in East Jerusalem and the West Bank contravene international law and (3) that Veolia’s involvement in the project is in contravention of the UN’s stated demand that Israeli settlement activities and occupation should not be supported, and calls on the County Manager not to sign any new or renew any existing contracts with Veolia.
This Council Condemns the Israeli attack on the Gaza Freedom Flotilla’s aid mission that resulted in deaths and injuries of those attempting to bring much needed aid to the besieged city of Gaza, which has been subject to an illegal Israeli blockade.
Commends those Irish citizens who participated in this humanitarian mission to bring 10,000 tones of aid to the people of Gaza.
Recognizing that this attack is an affront to international law and has endangered the lives of Irish citizens, calls on the Irish Government to expel the Israeli Ambassador, use it’s influence to discontinue the EU’s preferential trade agreement with Israel and Support and seek the backing of other countries for a new international aid mission to Gaza which will ensure that necessary vital supplies reach the suffering people of that besieged area.
