QUESTION: Councillor G. Kenny

Can the Manager give details of any outstanding fees or monies owned by Developers to the SDCC?

REPLY:

The Council issues an invoice for development contributions when it is notified of the commencement of a development. It should be noted that generally payment in full of contributions does not occur at commencement but after the completion of construction. Phasing arrangements for payment usually apply to larger developments.

In the period from 2004 to date invoices in the sum of €151 million were raised under the Councils Section 48 Development Contributions Scheme and a total of €116.6 million received, leaving a balance of almost €34.4 million outstanding.

All contributions are considered payable but it should be noted in relation to the above that a contingency figure must be provided in respect of a number of factors. The contingecy figure in South Dublin County Council currently is estimated  at  €10.6 million. Factors considered include bad and doubtful debts or cases such as developers carrying out capital works in lieu of financial contributions; credits due for social housing provided; development not being completed; development not commencing etc.
