Questions
To ask the Manager to provide a detailed report on what remedial works have been done and to be done to prevent further flooding at Glenvara Park and Castlefield Court /Castlefield Way.
To ask the Manager can he give a breakdown per area and location the numbers of one bed, two bed, three bed and four beds of social and voluntary housing that are currently being constructed in the county and their proposed completion dates?
To ask the Manager in view of the widespread appearance of graffitti on public and private property throughout the county will he agree to establish a fora to discuss with interested parties including youth community and political representatives, new ideas or measures to help eleminate this problem?
To ask the Manager if can give an updated report regarding the ongoing problems regarding the issuing of a lease /licence to groups in Community based Centres throughout the County, if a full list has now been drawn up, what groups, if any, have been issued a lease /licence since a motion was passed by this Council, if has he been in communication with all the groups involved,and can he outline in the report what new procedures or additional resources or measures he has taken to resolve this lengthy delay?
To ask the Manager if he can confirm that South Dublin County Council has new responsibilities regarding the monitoring of private landlords and their up keep of the properties following new guidelines from the Department of the Environment, Heritage and Local Government?

To ask the Manager if he is aware of any state or local authority funding scheme available to elderly private tenants to allow them to connect their sewerage system to the County mains?
To ask the Manager in view of the crisis facing many of those involved in the contstruction industry will he confirm if he is satisfied with the criteria that is in place to monitor contractors, sub contractors and sub contractors of sub contractors, employed in public housing projects schemes in the County area, that they are tax compliant, pension compliant and also compliant with the industries registered employment agreement?
To ask the Manager to outline the bye-laws regarding street tradings?
To ask the Manager if he can advise on the amount of financial support which is available this year to fund the various house refurbishment grant schemes, including mobility grants, grants for older people and grants for persons with disability?

Mayor's Business
That South Dublin County Council congratulates Bernard Dunne on his magnificent recent sporting achievement in winning the Super-Bantam Weight Boxing Championship of the World and recommends that a Civic Reception be held in recognition of this achievement.
That this Council calls on the RPA to revise its plan to terminate the Luas A1 tram at the Belgard Stop, causing passengers who boarded the Luas at the proposed 5 new stops to change tram in order to continue their journey to the city.
That this Council calls on the Manager to investigate the feasibilty of transferring any affordable homes currently in possession of the Council that cannot be sold in the current climate (i.e. certain section 23 apartments) to either direct social stock or RAS stock with a view to a fast track solution to help reduce the growing SDCC housing list.
This Council views with concern the current proposals to transfer vital adult and childrens services from Tallaght Hospital and agrees to write to the Minister for Health and Children Mary Harney TD to express our concern at the continued downgrading of services from this hospital.
That this Council discusses the setting up of a 999 text messaging service to enable deaf people to contact the emergency services from their mobile phones. This is available in Northern Ireland and has been launched in West Yorkshire in conjunction with Leeds City Council where Police Officers have worked in partnership with the Leeds Society for Deaf and Blind people and Leeds City Council to develop the service.
That the Manager write to the Minister for Environment and Local Government calling on him to introduce a refundable charge on drinks containers (glass bottles, plastic bottles and cans) to prevent pollution of our environment and to create a safe environment for children at play. Broken glass strewn in our parks and on playing fields are a serious health hazard to members of our community. In decades past there was a refundable charge on lemonade bottles and the scheme was very successful.
That this Council notes the Council's draft Climate Change Policy document, in particular the lack of emphasis given to adaptation issues, requests the Manager to write to the Minister for Environment, Heritage and Local Government seeking information on progress by his Department in producing a National Policy on Adaptation for Climate Change, as promised in the Government's White Paper on Climate Change, and recommends that in the period available for the completion of the Council's policy the draft document be amended to include sections on adaptation, in accordance with best practice policies and actions implemented in other countries by local and regional governments.
That the Manager present a report on the cost of the Corporate Image Change to the Council.
That the Manager produce a report on ways whereby rents in privately owned houses occupied by people on our Council's housing waiting list could be reduced.
That this Council asks Revenue and the Finance Ministry to copy the US approach by seeking out residents holding Swiss bank accounts in an effort to minimise tax evasion. Any monies recouped could then be ring fenced into a Community Project Fund to which Local Authorities, including South Dublin, could apply for funds to develop local projects.
That this Council calls on the Minister for Transport, Mr. Dempsey to instruct the Taxi Regulator to suspend the issuing of licences with immediate effect.
That the Manager initiate the process to make Bye Laws pursuant to Section 199 of the Local Government Act 2001, to control the use of off-road motor vehicles (including particularly scrambler motorcycles, mini-mopeds and motorised quads etc.) in the Dublin Mountain Zone within South Dublin, with particular reference to those parts that are either subject to designations under the EU Habitats directive, the Wildlife Acts, or are in use wholly or in part for recreational or amenity purposes such as walking and hiking trails, horse riding trails, forestry areas and unenclosed mountain commonage, and any other amenity or recreational area of the county that the Manager may consider appropriate, and that the process be undertaken as a matter of urgency, due to the risk to public safety, the loss of amenity value due to noise, pollution, erosion etc., and serious ecological damage to protected and designated areas or wildlife from the current widespread unregulated use of off-road motor vehicles in sensitive upland areas of South Dublin, and that in conjunction with the making of such Bye Laws the Manager shall support any appropriate initiative of the Dublin Mountains Partnership in regard to the provision of sustainable facilities for the regulated or supervised use of off-road motor vehicles (including particularly scrambler motorcycles, mini-mopeds and motorised quads etc.) and the Manager shall encourage and assist the Dublin Mountains Partnership in bringing forward proposals in this regard at the earliest opportunity.
That the Manager would present a detailed report for discussion on what new facilities have been sourced by this Council that would provide the residents of this county with outdoor recreational and sporting opportunities that are also less conducive to anti-social behaviour and vandalism? There are newer and more innovative such fittings for parks that could be explored on a pilot basis and that may prove to be successful and beneficial to all our people.
That this Council calls on the Manager, when signing agreements with Voluntary Housing Associations states that no more than 15% of tenants income will be payable for rent taking into consideration the Council's differential rent scheme only charges 10% of tenants income and as some Associations are currently charging as much as 20% rent which is placing a disproportionate burden on those tenants, who applied for housing under the same scheme as Council tenants.
That this Council asks the European Parliament to video its meetings, allowing local Councillors to view the proceedings of the pleanary sessions.
