MOTION NO. 2

MOTION: Councillor K. Warren

That this Council calls on the RPA to revise its plan to terminate the Luas A1 tram at the Belgard Stop, causing passengers who  boarded  the Luas at the proposed 5 new stops to change tram in order to continue  their journey to the city.

REPORT:

The Railway Procurement Agency (RPA) following consultation, submitted a Railway Order Application to An Bord Pleanala in December 2007.

Following the statutory display period, an oral hearing was held by An Bord Pleanala and a Railway Order was made which became enforceable on 11th August 2008. This order provides the RPA with the necessary powers to construct, operate and maintain Luas Line A1 – Belgard to Saggart.

Schedule 11 reference 4 of the Railway Order states that:

“The RPA confirms that at passenger service commencement of Line A1, a minimum service of 10 trams per hour in the peak periods will be provided to the Tallaght Terminus and that in acknowledging that Tallaght Town Centre remains the county town, services to the Tallaght terminus will be prioritised over those to the Citywest spur.”

The terms of the motion would appear to conflict with the Railway Order in that the motion proposes the prioritisation of Citywest Spur over that of the Tallaght mainline. Accordingly it is not recommended that that motion be passed.
