Questions
To ask the Manager to provide details of the average time taken to re-allocate a vacant/boarded-up house in 2007 in comparison to the period of time it took in 2005 and 2006 and can the Manager specify the current number of vacant/boarded up houses there are now (Oct 07) in comparison to the same month in 2005 and 2006?
To ask the Manager, what the Council's position is in relation to the publicised proposals by Dublin City Council to allow companies to tender for waste collection contracts throughout the Dublin region thus privatising the service which would have obvious negative repercussions as a result and can the Manager provide his/her interpretation of the relevant European legislation in terms of tendering being optional or mandatory?
To ask the Manager, to provide details of the percentage of income each voluntary housing association operating in South Dublin requires their tenants to pay and for this list to include any organisation whose properties are currently under construction?
To ask the Manager to define flood plains in the context of our County and to categorise the flood plain areas of the county and outline which flood plains, if any, have been - built on; have been zoned but have not been built on; are in the process of being built on?
To ask the Manager to outline whether there is a recognised pattern of flooding in the county or whether or not such a pattern is being monitored by the Council or any other body?
To ask the Manager to outline the number of abandoned cars collected by South Dublin County Council in each year over the past three years, and the cost to South Dublin County Council for providing this service, and if there has been an appreciable increase in the number of abandoned cars in recent months, following the new additional charge which persons have to pay in order to have their car recycled, and if he will make a statement on the matter?

SOUTH DUBLIN COUNTY COUNCIL (STORAGE, PRESENTATION AND COLLECTION OF HOUSEHOLD WASTE) BYE-LAWS 2007

Motions
That this Council honour and complete the contract between South Dublin County Council and the Dublin County Board (GAA), which was agreed and paid for by the Dublin County Board in 1995, this means to transfer to the Dublin County Board the deeds and the lands which are legally theirs.
That the Manager outline Council's attitude and approach to:
- repairs and improvements carried out privately to Local Authority Homes
- specifically with regard to reimbursement or deduction from price on purchase.
That this Council discuss with the aid of a report the lead levels in(a) the air (b) lead water pipes (c) fumes from leaded petrol, (d) paints with lead content if used or banned in planning ? (e) lead handling industries in the County. To undertake this with a view to reducing the exposure to lead in the County -particularly to children as the neurotoxic effect is both cumulative and delayed, and to state what action could be undertaken.
That the Manager agrees to provide for a full discussion, which may involve a Special Meeting or Meetings, to discuss in detail the proposed development by Sandymark Construction, the purpose of which will be to ensure that should a Variation of the current County Development Plan be agreed by this Council to facilitate that proposed development, that all infrastructural elements as expressed in the proposed development, be legally binding to provide such a quality development that will be in the best interest of the proper and sustainable future development of the Newcastle area.
That the Manager agrees to progress the School Transportation Pilot Project as prepared and discussed at the Transportation Strategic Committee and that as part of this Pilot Project the Manager agrees to initiate a Consultation Process with Local School Committees to further gauge how this Pilot Project can be best effective in South Dublin and that this consultation process would be conducted in parallel with the concerted efforts to secure the necessary funding from the Government and any other such agencies.
