REPLY:

Minutes of Meeting of the Transportation Strategic Policy Committee held on 22nd February 2007 which were confirmed at the Strategic Policy committee Meeting held on Thursday 6th September 2007.

1. Confirmation of Minutes

The Minutes of Transportation Strategic Policy Committee held on 9th November 2006 were confirmed and approved as a true record and signed.

2. School Transport – Interim report by Consultants.

TMC Consultants are carrying out a Feasibility Study for a school transport system in order to determine:

• Type of scheme which could be introduced.

• Method of implementation

• Numbers of pupils and likely take up.

• Number and type of buses required.

• Extent of area to be covered.

• Costs of implementation and likely sources of funding.

• Method of implementation Cost benefit analysis of preferred option(s) vs. impact on congestion.

Survey forms were sent to 20 schools, however, only 6 were returned.

An analysis of 2 of these schools indicated:-

50% of pupils travel to school by car

49% walk and

1% cycle/bus.

The Consultants will contact the remaining schools with a view to them completing the survey forms. The Consultant’s final report should be available for the next meeting of the Committee.

Following contributions from Councillors, S. Laing, D. Keating, A. White, T. Ridge and M. Murphy, Mr. F. Coffey, Director of Transportation informed the Committee that the Roads Department are proceeding with the examination of special measures in the vicinity of schools.

The Committee recommended that a condition be included in all planning applications for schools that “cycle parking facilities be provided”.

It was AGREED that a further report on this issue would be presented to the next meeting of this Committee.

3. M50 – Update on progress.

Mr. J. McLoughlin, Senior Engineer outlined details of the improvement works currently being carried out on the M50. The Committee was informed that the Palmerstown Interchange is to be completed by end of 2007 and the N4 – N7 section is to be completed in mid 2008.

Traffic Management is a key priority during the construction works and a minimum of 2 lanes are being maintained at all times during the works. Speed cameras will be used to contain speeds to 60 kph to enable the improvement works be carried out in the safest possible manner.

Following contributions from Councillors S. Laing, T. Ridge, M. Murphy, B.Gogarty, A. White and Mr. T. Newton the report was NOTED.

4. Metro West – Review of route options.

A short verbal report was presented to the Committee by Mr. J. McLoughlin, Senior Engineer outlining the two route options being considered by the RPA for the Metro West.

Following a contribution from Councillor T. Ridge the report was NOTED.
