That this council agree traffic in Clondalkin village is heavily congested at certain times of the day and any alterations/improvements to the roads in the village do not further impede the flow of traffic by reducing the number of lanes, narrowing roads, or tightening access to and from estates within the LPF.

That this council abandons all plans to reinstate any old or new permeability routes through Floraville Estate. The proposal has caused significant distress to many residents who remember the anti-social behaviour resulting from the original walkways into and out of the estate. Residents appreciate the quiet and relatively safe environment of the estate which would be compromised with multiple access points. Additionally, the ability of e-scooters and e-bikes to use the Floraville as a throughway would make the estate less safe for residents walking to and from the village and for children playing.

That this council abandons the plan to open a walkway between Monastery Heath and Woodford. Monastery Heath was built as a cul-de-sac and people bought homes there with this understanding. The estate was never designed to function as a through way. Residents are very concerned about the increase in foot, bike and e-scoter traffic with associated noise pollution as well as the very likely increase in anti-social behaviour and crime. As per the Planning Department, the current distance from Woodford to the schools on New Road is approximately 1.67km. Opening up this permeability route would shorten the route to 1.53km, not a significant reduction in distance and not enough to encourage people to walk who were not walking previously.

That this council agrees not to open the gate at Cherrywood Avenue onto the Old Nangor Road. Residents are concerned about the negative impact the increased vehicular traffic will have on noise and air pollution in their quiet cul-de-sac, believing parents will start use it as a car park to walk their children to school through the new opening. As a cul-de-sac it is designed for low-traffic, residential use where children can play safely and there is little likelihood of e-bikes and e-scoters compromising their safety and that of other residents. There is the added serious concern relating to increased crime and anti-social behaviour which comes with through access.

That this council agrees in line with SM9 Objective 1 which states: "To assess the need for junction improvements, upgrading where necessary, to improve road safety for all users, giving priority to those most vulnerable, while providing for traffic flow in and out of the village centre having due regard to the Spatial Planning and National Roads Guidelines for Planning Authorities 2012." that all existing left hand turn slip lanes within the LPF area will be maintained.

That in an effort to reduce congestion in Clondalkin village this council propose the reopening of Pope Lane to traffic from Orchard Lane to Main Street and the reintroduction of a right hand turn at the bottom of New Road onto Monastery Road. This would mean a short two way system between New Road and Broe Auctioneers on Monastery Road. This would eliminate the need for cars travelling from New Road to Monastery Road to go around the village, significantly reducing congestion and emissions in the village. Less time spent in traffic also means fewer stressed drivers. With the thousands of new homes coming online in Clonburris and the opening of the new junction at the bottom of the Neilstown Bridge, finding ways to improve traffic flow is essential unless we want the village to be gridlocked all day.

That the area along Tower Road within the Village Centre Framework, from where the Tower Shopping Centre is marked as '9' on Figure 8.9 to the junction with Main Street is included as a mini framework within Chapter 8. Reason: To ensure that, should there ever be a proposal for redevelopment of any of the buildings, the Urban Design Strategy for Clondalkin includes parameters for development along this stretch of Tower Road, reflecting its context in the village centre.

That this council agree the dph of the Ninth Lock, Mill Centre site be restricted to a maximum of 150, but ideally 40-80 dbh as per the government's guidelines: "'City - Suburban/Urban Extension Suburban areas are the lower density car-orientated residential suburbs constructed at the edge of cities in the latter half of the 20th and early 21st century, while urban extension refers to the greenfield lands at the edge of the existing built up footprint that are zoned for residential or mixed-use (including residential) development. It is a policy and objective of these Guidelines that residential densities in the range 40 dph to 80 dph (net) shall generally be applied at suburban and urban extension locations in Dublin and Cork, and that densities of up to 150 dph (net) shall be open for consideration at 'accessible' suburban / urban extension locations (as defined in Table 3.8).'" https://assets.gov.ie/static/documents/2cd4f729-sustainable-residential-development-and-compact-settlements-guidelines-for-pl.pdf The current proposed maximum limit of dph 250 is excessive and unsuitable for a heritage suburban village like Clondalkin.
