MOTION NO.19 (ID89222)

MOTION: Councillor F. Timmons

That the area along Tower Road within the Village Centre Framework, from where the Tower Shopping Centre is marked as '9' on Figure 8.9 to the junction with Main Street is included as a mini framework within Chapter 8. Reason: To ensure that, should there ever be a proposal for redevelopment of any of the buildings, the Urban Design Strategy for Clondalkin includes parameters for development along this stretch of Tower Road, reflecting its context in the village centre.

REPORT: 

Chapter 8 Urban Design Strategy of the LPF includes a Village Centre Framework site which provides for objectives and parameters for development within the village Centre.  The village framework includes a section on ‘Opportunities for Development and Public Realm Improvements’ (page 89 of the LPF) which identifies potential for the Tower Shopping Centre to present a better streetscape and improved connections within the village should it ever be redeveloped – represented as point 9 on Figure 8.9 and in the text.  While included in the village framework in this manner it is considered that the inclusion of the proposed objective would ensure that should proposals for redevelopment come forward in the future along this stretch of Tower Road, the proposals would be measured against strong parameters set out in the LPF which would reinforce the need for an appropriate scale and protection of the historic character of the village at this location.  

In response to this motion, and in agreement with the reasons for it, the area from the Tower Shopping Centre to the junction with Main Street was assessed in further detail. This has resulted in greater detail being included in focused development parameters which have incorporated the urban design and conservation recommendations and the associated recommendations contained in the supporting Conservation Plan and ACA Appraisal documents, in addition to the existing objectives in Chapter 7 of the LPF.  

CE Recommendation: 

To include a new mini framework in Chapter 8, section 8.5.2 Mini Framework Sites titled ‘Tower Road / Main Street Junction’ with the wording and images as set out in the attached document.
