That this council agree not to make any additional traffic calming alterations to the Woodford Hill/Monastery Road roundabout which would make it even more challenging for vehicles to use and cause further traffic delays.

The proposed motion seeks the council not to make any additional traffic calming alterations to the Woodford Hill / Monastery Road roundabout.
There is only one objective relating to junctions in the Local Planning Framework which states;
SM9 Objective 1 looks ‘to assess the need for junction improvements, upgrading where necessary, to improve road safety for all users, giving priority to those most vulnerable, while providing for traffic flow in and out of the village centre’.
Junction improvements, where deemed appropriate following further detailed examination, are an important element of a package of measures in the LPF to try and improve general safety for those using the roads and footpaths, helping reduce speed and through traffic while still facilitating traffic flow.
At present, there are currently three traffic calming proposals in the Woodford area of Clondalkin which are on public consultation for the ‘Proposed Traffic Calming Programme 2026 / 2027’. Traffic calming was requested by members of the public at the proposed locations along Woodford. To respond to the requests, two bus ramps replacing bus cushions are proposed, which are the new standard for traffic calming where buses are present.
A third measure involves junction tightening, which accords with design recommendations contained in the Design Manual for Urban Roads and Streets. The junction tightening will be designed to ensure the slowing of vehicle speeds at the junction but also ensuring the safe movement of all vehicles.
The proposed traffic calming measures are following best practice in design.
It is also important to note that SDCC are consulting on the above traffic calming proposals and will take into account all submissions received. If there are a large number of negative submissions on a particular proposal, SDCC will not proceed with that proposal.
At this time there are no proposals for changes to the roundabout located at Woodford Hill / Monastery Road. Should an upgrade be proposed as part of future assessment of the junction it will go to public consultation.

This proposal would not provide the most evidence-based framework for development and has the potential to undermine sustainable development and proper planning - with potential for associated unnecessary adverse environmental effects on various environmental components. Taking this into account, SEA would be likely to be advised as being required.
