MOTION: Councillor F. Timmons

That an objective is inserted in the Framework plan to actively work with landowners to repurpose any empty buildings in the ACA Reason 2 bungalows main street & old dispensary on Tower Road

CE REPORT:

Attention is drawn to the following objectives of the Local Planning Framework, including facilitating the uptake of funding opportunities. 

CBH3 Objective 3: 

 To strongly encourage the retention of existing buildings and original features that, while not listed as Protected Structures, are considered to contribute to the local and historic character, visual setting, or streetscape value within Clondalkin. Any proposal to the contrary shall clearly demonstrate to the satisfaction of the Planning Authority why its retention cannot be achieved.  

And  

CBH3 Objective 4:  

To encourage owners of protected structures and structures of architectural heritage interest located in Architectural Conservation Areas to carry out appropriate conservation and alteration of their property to ensure their continued contribution to historic townscape character facilitating the uptake of funding opportunities insofar as possible. 

In the context of these objectives the Architectural Conservation Section works closely with the owners of protected structures or buildings located within ACA’s who make contact with the Architectural Conservation Office regarding potential development of individual properties. 

A central part of the process of working with landowners is to ensure that the best advice is made available to them to ensure appropriate development comes forward and to provide them with enough information so that they know when it is appropriate to seek advice from the Architectural Conservation Section. To this end the council’s website includes information on ACAs and required policy and objectives and provides information on grant funding for architectural conservation repairs/works to buildings within ACAs.  

As part of meeting the County Development Plan objective for a LAP for Clondalkin, three Architectural Conservation Area Appraisals inclusive of Recommended Safeguarding Policies have been prepared. These provide detailed guidance on any proposed development within and proximate to the ACA. These documents, prepared to assist landowners within ACAs and planners in their assessments will be made available to the public and will assist and advise those wishing carry out any works affecting buildings within the designated ACA’sAn objective to this effect is included in the LPF as follows: 

CBH2 Objective 4: To promote awareness and understanding of ACAs through the inclusion of the ACA Character Appraisals on SDCC’s website and through wider direct engagement with business owners and residents within the ACAs. 

Having regard to the objectives already included in the LPF and in the County Development Plan, and to the CE Recommendation in relation to Motion 14 (ID 89348), it is considered that no further objective is required to meet with the intent of the motion. 

CE Recommendation: 

To retain objectives CBH3 Objective 3, CBH3 Objective 4 and CBH2 Objective 4 in the LPF which support the motion. 

 

To include a new objective as put forward by CE Recommendation for motion ID89348: 

 

Insert new objective in Chapter 6 of the LPF under CHE16: Village Improvement 

To facilitate and promote the use of vacant/obsolete floorspace, and older vacant or derelict structures, within Clondalkin Village and environs for repurposing, including but not limited to cultural uses such as arts and crafts subject to the relevant zoning and placemaking objectives of the County Development Plan and the Local Planning Framework’
