"The Committee agrees that the Chief Executive should bring forward a report for discussion at the Committee on the growing problem of illegal dumping in the Lucan LEA; the report should include the volumes of illegal dumping; the staff resources involved in collecting illegal dumping; the financial cost of illegal dumping; the numbers of fines issued and prosecutions secured; options and ideas for tackling this growing problem in the time ahead.  The number of locations across the Lucan LEA in which CCTV has been installed for the purposes of combating illegal dumping, the cost of installing and operating of the systems, the impact on illegal dumping measured by prosecutions or reductions in level of dumping."

"That the Chief Executive reviews Council policy regarding how it deals with offers by schools and community groups in Lucan and Palmerston to voluntarily cut overgrown shrubbery by looking at how such clippings could be picked up outside office hours, which is required so as not to interfere with pedestrian access to schools, or else through the provision of temporary storage units; and in particular to report on how a request by Scoil Mhuire GNS Lucan to arrange an out of hours or weekend collection of overhanging shrubbery obstructing parents and children during sunny weather in September, as requested by this Councillor by telephone and subsequently through the internal membersnet system, does not appear to have been followed up (at time of submitting this motion at end November), much to the dismay of the caretaker involved and the community volunteers willing to help with the cutting and sweeping of such material into piles.

"That this Area Committee, noting the Chief Executives intention to conduct a trial of a mini-roundabout to replace traffic lights at Newcastle Road/ Hillcrest Road junction, requests the Chief Executive to:

  • Confirm that a safe crossing point for school children, school warden and mass-goers will be retained on Newcastle Road;

  • Outline what surveys have/will be conducted before and during the trial to ascertain any beneficial or adverse impact on traffic flow and queue lengths at each of Newcastle Road and Hillcrest Road;

  • Commit to immediately canceling the trial if there is a disproportionate adverse effect on motorists’ ability to exit from Hillcrest estate;

  • Conduct a separate analysis of the operation of traffic lights at the N4 overbridge, in tandem with this trial, to examine if further ‘green time’ gains can be achieved to increase the number of cars that can turn right onto the N4 in each cycle;

  • Install in 2015 a new UTC/SCOOTS system to provide greater coordination of all sets of traffic lights along Newcastle Road, including those at the Tandy’s Lane/Esker Road junction;

  • Review the design of the Supervalu roundabout and examine if Musgraves would be willing to fund works to improve traffic flow at this roundabout;

  • Continue to press for a broader range of transport solutions to address traffic congestion in the Newcastle Road area including the proposal for the introduction of a new 25C bus route, to serve the Adamstown/Newcastle Road (including Finnstown, Westbury, Hillcrest, etc) which would access the N4 at Junction 4 (Adamstown) before travelling straight in the N4 to the City Centre."

"That this Area Committee requests the Chief Executive to fully examine the following measures for possible inclusion in the draft planning scheme for the expected new Clonburris SDZ:

Firstly, the following transport-related measures which were previously proposed in motions approved at the March & April 2014 meetings of this Committee:

  • -Measures to improve traffic flow along the stretch of Griffeen Avenue, between the Griffeen Road roundabout and Grangecastle Road junction, including the possible widening of the road corridor so as to provide for both an additional lane approaching the traffic lights and the recessing of the bus stops;
  • -The possible provision of a park-and-stride car-park to serve both Griffeen Valley & Lucan East Educate Together schools;
  • -The possible provision of a pedestrian/cycle 'green route' directly linking the Griffeen Centre/primary schools area with both the new Kishogue Community College and Kishogue rail station;

Secondly, the provision of parkland on the former Shelbourne lands, including playing pitches to serve Griffeen Valley & Lucan East Educate Together schools and the new Kishogue Community College;

Thirdly, to ensure that any housing to be provided on the Clonburris SDZ lands should:

  • - consist of no more than 10% social & affordable housing provision in line with the revised Part V required announced by Government.
  • - align with the densities provided for in the revised Adamstown SDZ planning scheme adopted by the elected members earlier this year; and
  • - with specific respect to the former Shelbourne lands, any housing provided should be predominantly two-storey, with limited three-story development at appropriate locations."
